Prarancangan Pabrik Bioetanol menggunakan bahan baku jerami dan sekam padi. Proses pretreatment menggunkan alkali, core proses menggunakan Seperate Hydrolysis and Fermentation (SHF), pemurnian menggunakan Pressure Swing Distilation (PSD). Kapasitas produksi pabrik Bioetanol adalah 60.000 ton/tahun dengan hari kerja 330 hari/tahun dan waktu 24 jam/hari. Pabrik ini direncanakan dibangun di kawasan indutri Java Integrated Industrial and Port Estate (JIIPE) beralamat pada Manyar Sido Rukun, Kecamatan Manyar, Kabupaten Gresik, Jawa Timur, indonesia dengan luas area pabrik 14.511 m2. Bentuk perusahaan yang direncanakan adalah Perseroan Terbatas (PT) dengan menggunakan metode struktur organisasi lini dan staf dengan tenaga kerja sebanyak 124 orang. Kebutuhan air dan kebutuhan listrik untuk pabrik berasal kawasan industri JIIPE dimana kebutuhan air sebesar 229.295,02 kg/jam dan kebutuhan daya listrik sebesar 2.406,67 kW/jam. Hasil analisis ekonomi diperoleh sebagai berikut:

3. Total Capital Investment (TCI) = Rp 2.643.680.380.701
4. Total Production Cost (TPC) = Rp 1.647.146.488.071

6. Laba bersih = Rp 982.127.389.164
7. Minimum Attractive Rate of Return (MARR) = 8%
8. Internal Rate of Return (IRR) = 13,16%
9. Pay Out Time (POT) = 6,55 tahun
10. Break Event Point (BEP) = 19,22%
11. Rate of Return (ROR) = 35,34%

Berdasarkan studi kelayakan teknis dan ekonomi diatas, maka dapat disimpulkan bahwa Prarancangan Pabrik Bioetanol ini layak untuk dilanjutkan ke tahap rancangan.

Preliminary Design of a Bioethanol Plant. This is a preliminary design for a bioethanol plant that will use rice straw and husk as its raw materials. The pretreatment process will use an alkali, the core process will be Separate Hydrolysis and Fermentation (SHF), and purification will be done using Pressure Swing Distillation (PSD). The plant is designed to produce 60,000 tons of bioethanol per year, operating 24 hours a day for 330 days a year. The plant will be located in the Java Integrated Industrial and Port Estate (JIIPE) in Manyar, Sido Rukun, Manyar District, Gresik Regency, East Java, Indonesia, covering an area of 14,511 square meters. It will be operated as a limited liability company (Perseroan Terbatas or PT) with a line and staff organizational structure and 124 employees. The plant's water and electricity needs will be supplied by the JIIPE industrial estate.
