Abstrak

Penerapan tarif angkutan umum Hiace diatur oleh Pemerintah Daerah dengan memperhatikan segala aspek agar tidak menjadi beban yang berat bagi penggunanya. Begitu juga dengan angkutan umum Hiace rute Banda Aceh – Lhokseumawe. Penetapan tarif ini terus mengalami perubahan sesuai dengan perkembangan ekonomi, sehingga menjadi beban bagi penumpang. Tujuan penelitian ini adalah untuk mendapatkan besar biaya operasional kendaraan dan tarif yang ideal berdasarkan hasil hitungan biaya operasional kendaraan tersebut serta membandingkannya dengan tarif yang berlaku di lapangan. Pada penelitian dilakukan penyebaran kuesioner untuk mendapatkan data karakteristik penumpang dan observasi langsung untuk mendapatkan jumlah penumpang. Metode yang digunakan yaitu teknik Stated Preference dan pengambilan sampel acak (simple random sampling), kemudian dilanjutkan ke tahap pengolahan data, analisis tarif biaya operasional kendaraan, analisis biaya operasi kendaraan, biaya pokok layanan, dan analisis Ability To Pay. Hasil dari penelitian ini adalah besaran nilai tarif berdasarkan biaya operasional kendaraan dan load factor 45% adalah sebesar Rp 133.000,- per penumpang per rit, dan hasil yang didapatkan untuk tarif angkutan Hiace ideal yang ditinjau dari sisi penumpang sebagai pengguna jasa angkutan Hiace rute Banda Aceh – Lhokseumawe berdasarkan Ability To Pay (ATP) yaitu Rp 140.000. Kesimpulannya adalah harga tarif aktual angkutan hanya selisih 5% - 8% dengan harga tarif hasil penelitian.

Undergraduate Thesis Analysis of Public Transport Tariffs for Hiace Minibus Passengers on the Banda Aceh-Lhokseumawe Route Using a Tariff Approach Based on Vehicle Operating Costs Hadian Adli 1804101010061 Undergraduate Program of Civil Enggineering Department of Civil Engineering - Faculty of Engineering Syiah Kuala University Abstract The implementation of the Hiace public transportation fare is regulated by the Regional Government by considering all aspects so that it does not become a heavy burden for its users. Likewise with the Hiace public transportation on the Banda Aceh - Lhokseumawe route. The determination of this fare continues to change in accordance with economic developments, so that it becomes a burden for passengers. The purpose of this study is to obtain the ideal vehicle operating costs and fares based on the results of the calculation of the vehicle operating costs and compare them with the applicable fares in the field. In the study, questionnaires were distributed to obtain passenger characteristic data and direct observation to obtain the number of passengers. The methods used are the Stated Preference technique and simple random sampling, then continued to the data processing stage, vehicle operating cost rate analysis, vehicle operating cost analysis, service cost, and Ability To Pay analysis. The results of this study are the amount of the tariff based on vehicle operating costs and a load factor of 45% is IDR 133,000 per passenger per trip, and the results obtained for the ideal Hiace transportation tariff reviewed from the passenger side as a user of the Hiace transportation service on the Banda Aceh - Lhokseumawe route based on Ability To Pay (ATP) is IDR 140,000. The conclusion is that the actual transportation tariff price is only 5% - 8% different from the research tariff price. Keywords: hiace public transportation, rates, vehicle operating costs, ATP
