ABSTRACT Baitussalam District, Aceh Besar Regency is one of the areas affected by the 2004 Aceh earthquake and tsunami. Several years after the tsunami, the rehabilitation and reconstruction process has been completed. Areas that had been affected by the tsunami disaster were again inhabited by residents. These residents are returning natives and immigrants from other areas outside Baitussalam District. The increasing population has resulted in an increasing need for housing. Many housing developers are building new housing complexes in the Baitussalam area. This can certainly cause problems in the form of potential disasters that residents of the housing complex may face, especially if the development is not in accordance with the local Spatial and Regional Plan. This research aims to determine the suitability of the construction of housing complexes in Baitussalam District with the Aceh Besar RTRW as well as the knowledge of residents of housing complexes in Baitussalam District regarding spatial planning and tsunami disaster mitigation and preparedness. This research was conducted using qualitative and quantitative methods, through interviews with related parties and questionnaires to residents living in housing complexes in Baitussalam District. The results indicate that the spatial layout most of the housing complex in Baitussalam District is in accordance with the Aceh Besar RTRW. But 77 percent of the housing complex are in high tsunami risk area and is still lack of disaster mitigation facilities and infrastructure. Most respondents chose residential location because house prices or rent were cheap and close to workplace. Most respondents also have a good understanding of tsunami disaster mitigation. Some respondents believed Aceh Besar's spatial planning had considered the interests of the community but did not know whether its preparation had involved the community or not. Meanwhile, a third of respondents want to be involved in managing and controlling the use of RTRW in the area where they live. most of respondents still lack understanding about the implementation of tsunami preparedness in the villages where they live, including the implementation of tsunami mitigation and disaster preparedness programs carried out by local village officials.
