Pemerintah sebagai pemangku kebijakan memiliki kekuasaan dalam mengatur wilayah nya salah satunya mengatur dalam bidang ekonomi, banyak faktor yang mempengaruhi ekonomi suatu daerah seperti kota Banda Aceh perekonomian Kota Banda Aceh juga mencakup dengan sistem pengelolaan pasar yang menjadi sebuah aset untuk pendapatan asli daerah,salah satu pasar tersebut adalah Pasar Atjeh yang sedang mengalami permasalahan penurunan pendapatan pedagang nya yang akan berpengaruh terhadap pendapatan daerah sehingga pemerintah diperlukan untuk turun tangan sebagai pemegang kekuasaan di daerah tersebut. Tujuan dari penelitian ini untuk mengetahui Solusi dari Pemerintah dalam Mengatasi Permasalahan Penurunan Pendapatan Pedagang Pasar Atjeh Kota Banda Aceh.Teori yang digunakan dalam penelitian ini Teori Liberalisasi ekonomi dan teori Ekonomi Politik serta konsep kebijakan. Penelitian ini menggunakan metode Kualitatif. Hasil penelitian ini menyebut kan (1) Membuat kebijakan untuk mengurangi biaya sewa toko. (2) Pembayaran biaya operasional dengan cara dicicil per bulan.(3) Penyedian Fasilitas yang memadai.Kesimpulan dari penelitian ini bahwa adanya campur tangan pemerintah dalam mengatasi permasalahan pasar Atjeh dengan memutuskan beberapa solusi yang diharapkan dapat mengatasi permasalahan penurunan pendapatan pedagang pasar Atjeh.

The government as a policy maker has the power to regulate its territory, one of which is regulating the economic sector, there are many factors that influence the economy of a region such as the city of Banda Aceh. The economy of Banda Aceh City also includes a market management system which is an asset for local revenue, one of which is the market. This is the Atjeh Market which is experiencing the problem of a decline in the income of its traders which will affect regional income so that the government is needed to step in as the holder of power in the area. The purpose of this research is to find solutions from the government in overcoming the problem of decreasing income of Atjeh market traders in Banda Aceh City. The theory used in this research is economic liberalization theory and political economy theory and policy concepts. This research uses qualitative methods. The results of this research state that (1) create a policy to reduce rental costs for Atjeh Market traders. (2) Payment of operational costs in installments per month. (3) Provision of adequate facilities. The conclusion of this research is that there is government intervention in overcoming the problems of the Atjeh market by deciding on several solutions which are expected to overcome the problem of decreasing income of Atjeh market traders.
