Pelanggaran Pemilu masih mewarnai Pemilu Legislatif 2014 di Kota Banda Aceh. Terdapat 26 kasus pelanggaran yang masuk ke Panwaslu Kota Banda Aceh, namun tidak semua kasus diteruskan dan akhirnya terhenti di Panwaslu. Salah satu pelanggaran yang diterima Panwaslu adalah dugaan pelanggaran administrasi dan money politics di Gampong Alue Deah Teungoh Kecamatan Meuraxa dan Gampong Lampaseh Kota Kecamatan Kuta Raja.
Penelitian ini bertujuan untuk menganalisis kinerja Panwaslu dalam menangani kasus pelanggaran administrasi dan money politics di Gampong Alue Deah Teungoh Kecamatan Meuraxa dan Gampong Lampaseh Kota Kecamatan Kuta Raja serta untuk mengetahui faktor penghambat kinerja tersebut.
Data yang diperlukan dalam penelitian ini diperoleh melalui penelitian lapangan dan kepustakaan. Penelitian lapangan dilakukan melalui wawancara informan dan dokumen-dokumen penting dari Panwaslu dan KIP Kota Banda Aceh, sedangkan penelitian kepustakaan dilakukan dengan cara membaca buku teks, peraturan perundang-undangan, dan bahan-bahan bacaan lainnya yang berkaitan dengan penelitian ini.
Hasil penelitian menunjukkan bahwa kinerja Panwaslu dalam menangani kasus pelanggaran administrasi dan money politics di Gampong Alue Deah Teungoh Kecamatan Meuraxa dan Gampong Lampaseh Kota Kecamatan Kuta Raja sudah dilakukan dengan maksimal. Panwaslu melakukan empat tahap dalam menangani kasus pelanggaran tersebut, pertama menyelidiki kasus pelanggaran, kedua menangani pelaporan sesuai mekanisme pelaporan, ketiga tindaklanjut pelanggaran ,tahap terakhir melakukan kerjasama dengan penyelenggara pemilu. Ada 2 faktor yang menjadi penghambat kinerja Panwaslu, yaitu faktor eksternal dan internal. Faktor eksternal, adanya tekanan partai politik, pelaporan yang tidak sesuai prosedur dan minimnya pengetahuan masyarakat tentang pelanggaran pemilu. Faktor internal, kurangnya kerjasama antara sesama anggota Panwaslu.
Kepada Panwaslu diharapkan dapat mengedepankan pemilu yang demokratis bebas dari kepentingan politik serta meningkatkan kerjasama dengan anggota Panwaslu lainnya.

Election Violations still coloring the 2014 legislative elections in the city of Banda Aceh. There were 26 cases of violations that go to the city of Banda Aceh Election Supervisory Committee, but not all cases forwarded and finally stopped at the Election Supervisory Committee. One violation is received by the Election Supervisory Committee alleged administrative violations and money politics in the Village alue Deah Teungoh Meuraxa and Gampong Lampaseh Kota district of Kuta Raja.
This study aims to analyze the performance of the Election Supervisory Committee in dealing with cases of administrative violations and money politics in the Village alue Deah Teungoh Meuraxa and Gampong Lampaseh Kota district of Kuta Raja as well as to determine the performance inhibiting factors.
The data required in this study was obtained through field research and literature. Fieldwork was conducted by interviewing informants and important documents of the Election Supervisory Committee and KIP Banda Aceh, while the literature research done by reading textbooks, legislation, and other reading materials related to this research.
The results showed that the performance of the Election Supervisory Committee in dealing with cases of administrative violations and money politics in the Village alue Deah Teungoh Meuraxa and Gampong Lampaseh Kota district of Kuta Raja has been done to the maximum. Election Supervisory Committee conducted four stages in dealing with these offenses, the first to investigate cases of violation, the second handle appropriate reporting mechanisms for reporting, the third follow-up of violations, the last stage of cooperation with the organizers of the election. There are two factors that constrain the performance of the Election Supervisory Committee, namely external and internal factors. External factors, the pressure of political parties, which are not appropriate reporting procedures and the lack of public knowledge about the election violations. Internal factors, the lack of cooperation among the members of the Election Supervisory Committee.
The Election Supervisory Committee is expected to promote democratic elections free from political interests and increase cooperation with other members of the Election Supervisory Committee.
