Pemilihan kepala desa serentak di Kota Banda Aceh merupakan proses pemilihan dalam bentuk transparansi yang dipilih langsung oleh masyarakat agar menentukan masa depan Desa menuju Desa demokrasi. Pemilihan kepala desa ini dilaksanakan di Kota Banda Aceh terdapat 9 Kecamatan dan 30 Desa pada tahun 2023 dari hasil yang menunjukkan bahwa menjadi solusi terbaik untuk menjawab berbagai problematika pelaksanaan pemilihan kepala desa serentak. Tujuan dari penelitian ini adalah untuk melakukan analisis lapangan terhadap proses pemilihan kepala desa serentak di Kota Banda Aceh terhadap penguatan demokrasi Gampong serta mengetahui faktor pendukung dan penghambat dalam pemilihan kepala desa serentak penguatan demokrasi gampong. Penelitian ini menggunakan metode penelitian kualitatif dengan menggunakan teori kebijakan model Edward III, konsep pemilihan kepala desa dan juga Peraturan Walikota Banda Aceh nomor 14 tahun 2023. Proses analisis data dilakukan dengan menggunakan tiga tahap yaitu reduksi, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa pemilihan kepala desa serentak dilaksanakan di Kota Banda Aceh terhadap penguatan demokrasi Desa, telah diupayakan oleh pemerintah melalui berbagai perancangan dan pelaksanaan kebijakan pemilihan kepala desa serentak nomor 14 tahun 2023 yang bertujuan untuk meningkatkan partisipasi masyarakat dalam memilih Kepala Desa untuk menciptakan kemajuan Desa dalam hal pembangunan dan demokrasi dilaksanakan langsung oleh masyarakat namun belum secara optimal, karena masih ada beberapa masyarakat maupun panitia pemilihan kepala desa serentak yang belum melaksanakan sesuai dengan tahapnya, namun wewenang panitia pelaksanaan kepala desa menjadi hambatan dalam proses pemilihan kepala desa serentak di Kota Banda Aceh. Adapun masukan bagi pihak yang terlibat dalam pemilihan kepala desa serentak, pemerintah dapat mengoptimalkan pelaksanaan pemilihan kepala desa serentak sehingga peran masing-masing aktor dapat menentukan sinergitas yang inovatif. Saran atau masukan yang diberikan dapat lebih dipertimbangkan selanjutnya masyarakat dapat merasakan dampak langsung dari proses Pilkades serentak terhadap penguatan demokrasi gampong.

Simultaneous village head elections in Banda Aceh City are an election process in the form of transparency that is directly elected by the community in order to determine the future of the Village towards a democratic Village. This village head election was held in Banda Aceh City, there were 9 sub-districts and 30 villages in 2023 from the results that showed that it was the best solution to answer the various problems of implementing simultaneous village head elections. The purpose of this research is to conduct a field analysis of the process of simultaneous village head elections in Banda Aceh City towards strengthening Gampong democracy and knowing the supporting and inhibiting factors in simultaneous village head elections strengthening gampong democracy. This research uses qualitative research methods using Edward III model policy theory, the concept of village head elections and also Banda Aceh Mayor Regulation number 14 of 2023. The data analysis process is carried out using three stages, namely reduction, data presentation and conclusion drawing. The results showed that the simultaneous village head elections held in Banda Aceh City towards strengthening village democracy have been pursued by the government through various designs and implementation of the simultaneous village head election policy number 14 of 2023 which aims to increase community participation in electing the Village Head to create village progress in terms of development and democracy, strengthening village democracy is the main thing in the simultaneous village head elections which are carried out directly by the community but not optimally, because there are still some people and the simultaneous village head election committee who have not carried out in accordance with the stages. Regarding the simultaneous election of village heads, it has not been optimal, but the authority of the government and the implementation of elections or the village head implementation committee have become obstacles in the process of simultaneous village head elections in Banda Aceh City. As for input for parties involved in simultaneous village head elections, the government can optimize the implementation of simultaneous village head elections so that the role of each actor can determine innovative synergy. The suggestions or input provided can be better considered so that the community can feel the direct impact of the simultaneous Pilkades process on strengthening village democracy.
