ABSTRAK
Pengembangan wilayah bertujuan untuk meminimalisir kesenjangan pertumbuhan dan
kesejahteraan antar wilayah. Salah satu prinsip dari konsep pengembangan wilayah
adalah berbasis sektor unggulan. Kabupaten Aceh Barat merupakan salah satu
Kabupaten yang berada di Provinsi Aceh. Menurut Badan Pusat Statistik Aceh, pada
tahun 2022 Kabupaten Aceh Barat menduduki peringkat ke 8 tertinggi nilai PDRB atas
dasar harga konstan 2010 dari 23 kabupaten/kota di Provinsi Aceh. Penelitian ini
bertujuan mengetahui sektor yang menjadi sektor unggulan Kabupaten Aceh Barat
untuk disusun strategi pengembangan wilayah Kabupaten Aceh Barat berbasis sektor
unggulan daerahnya. Data yang digunakan dalam penelitian ini yaitu data sekunder
berupa data time series PDRB atas dasar harga konstan menurut lapangan usaha
Kabupaten Aceh Barat dan Provinsi Aceh periode 2013-2022 yang diperoleh dari
Badan Pusat Statistik (BPS) Kabupaten Aceh Barat dan Badan Pusat Statistik (BPS)
Provinsi Aceh, data primer dari hasil wawancara dan kuesioner serta literatur lain yang
berkaitan dengan penelitian ini. Sektor unggulan diperoleh melalui analisis Location
Quotient (LQ) dan Shift Share (SS). Selanjutnya, penentuan strategi dilakukan
berdasarkan hasil wawancara dan kuesioner yang dianalisis melalui analisis IFAS dan
EFAS dan analisis SWOT. Hasil penelitian menunjukkan dari analisis Location
Quotient (LQ) dan Shift Share (SS) sektor unggulan Kabupaten Aceh Barat yaitu
sektor pertanian, kehutanan, dan perikanan dan sektor konstruksi. Hasil dari analisis
IFAS dan EFAS serta analisis SWOT menunjukkan bahwa strategi pengembangan
wilayah Kabupaten Aceh Barat berada pada kuadran I yang menggunakan faktor
kekuatan untuk memanfaatkan peluang yang ada, menghasilkan 4 alternatif strategi
yaitu meningkatkan kualitas sumber daya manusia petani melalui kegiatan penyuluhan
dan pelatihan teknologi pertanian modern, meningkatkan pemanfaatan lahan untuk
pertanian terutama untuk menanam komoditas pertanian unggul, meningkatkan
pemasaran hasil produksi pertanian melalui kerja sama dengan distributor, serta
meningkatkan investor untuk berinvestasi dalam pengembangan sektor konstruksi
melalui pemberian insentif.

ABSTRACT Regional development aims to minimize gaps in growth and prosperity between regions. One of the principles of the regional development concept is that it is based on superior sectors. West Aceh Regency is one of the regencies in Aceh Province. According to the Aceh Central Statistics Agency, in 2022 West Aceh Regency will be ranked 8th with the highest GRDP value based on 2010 constant prices out of 23 districts/cities in Aceh Province. This research aims to find out which sectors are the leading sectors of West Aceh Regency in order to develop a regional development strategy for West Aceh Regency based on the regional superior sectors. The data used in this research is secondary data in the form of GRDP time series data on the basis of constant prices according to business fields in West Aceh Regency and Aceh Province for the period 2013-2022 obtained from the Central Statistics Agency (BPS) of West Aceh Regency and the Central Statistics Agency (BPS) Aceh Province, primary data from interviews and questionnaires as well as other literature related to this research. Leading sectors are obtained through Location Quotient (LQ) and Shift Share (SS) analysis. Next, strategy determination is carried out based on the results of interviews and questionnaires which are analyzed through IFAS and EFAS analysis and SWOT analysis. The research results show that from the Location Quotient (LQ) and Shift Share (SS) analysis, the leading sectors of West Aceh Regency are the agriculture, forestry and fisheries sectors and the construction sector. The results of the IFAS and EFAS analysis as well as the SWOT analysis show that the regional development strategy for West Aceh Regency is in quadrant I which uses strength factors to take advantage of existing opportunities, resulting in 4 alternative strategies, namely improving the quality of farmers' human resources through extension activities and training in modern agricultural technology, increasing land use for agriculture, especially for planting superior agricultural commodities, increasing marketing of agricultural products through distributor cooperation, and increasing investors to invest in sector development construction through providing incentives.
