ABSTRAK
Provinsi Sumatera Barat salah satu Provinsi yang menerbetikan aturan mengenai
perlindungan usaha kecil yang tertuang pada Peraturan Daerah Nomor 16 Tahun
2019 Tentang Pemberdayaan dan Perlindungan Koperasi dan Usaha Kecil.
Diterbitkan regulasi tersebut bertujuan untuk meningkatkan perekonomian
pedagang dan pengelola pasar tradisional dan juga untuk memprioritaskan
kesempatan bagi pelaku usaha pasar tradisional. Dengan adanya peraturan yang
mengatur terkait pemberdayaan pasar tradisional atau pasar rakyat maka ini
menjadi angin segar bagi para pelaku usaha pasar rakyat ataupun pelaku usaha
dalam skala pedagang besar. Kebijakan Pemerintah Provinsi Sumatera Barat
bersama Kabupaten/Kota yang tidak memberikan izin terhadap operasional ritel
Alfamart dan Indomaret di wilayah Provinsi Sumatera Barat. Akibat dari
penyebab hadirnya pasar modern ini banyak timbul perdebatan dari berbagai
pihak karena banyak pelaku usaha kecil yang tidak berjalan semestinya. Hal ini
tidak tidak relevan dengan realita dilapangan dengan Peraturan Daerah Provinsi
Sumatera Barat Nomor 16 Tahun 2019 yang telah ditetapkan yaitu tentang
Pemberdayaan dan Perlindungan Koperasi Usaha Kecil. Penelitian ini bertujuan
mengetahui terhadap pengelolaan ritel lokal dan perlindugan pasar tradisional.
Penelitian ini berlandaskan pada alasan dibentuknya Perda No 16 tahun 2019.
Penelitian ini menggunakan metode kualitatif deskriptif dengan teori ekonomi politik
Adam Smith serta konsep evaluasi kebijakan. Hasil penelitian ini menunjukan bahwa
Peraturan Daerah Nomor 16 Tahun 2019 merupakan dasar Pemerintah Sumatera
Barat dalam memberdayakan UMKM dan pemberdayaan usaha-usaha lokal
khususnya dibidang ritel. Perlindungan pasar tradisional oleh Pemerintah
Sumatera Barat melibatkan pemilik pasar tradisional dalam pembuatan kebijakan
terkait perdagangan sebagai bentuk wujud partisipasi masyarakat dalam
pengelolaan pasar tradisional. Pengelolaan ritel lokal dan perlindungan pasar
tradisional di Sumatera Barat dilakukan sebagai upaya meningkatkan ekonomi
lokal. Peimei rintah Sumatera Barat lebih serius melakukan peimbinaan teirhadap
pihak-pihak pengelola usaha-usaha kecil agar Perda No.16 Tahun 2019 dapat terlaksana dan mencapai tujuan sehingga adanya peningkatan ekonomi di Provinsi
Sumatera Barat.

ABSTRACT West Sumatra Province is one of the provinces that has issued regulations regarding the protection of small businesses as stipulated in Regional Regulation Number 16 of 2019 concerning the Empowerment and Protection of Cooperatives and Small Businesses. The regulation aims to improve the economy of traditional market traders and managers and also to prioritize opportunities for traditional market business actors. With the existence of regulations governing the empowerment of traditional markets or people's markets, this is a breath of fresh air for people's market business actors or business actors on the scale of large traders. The policy of the West Sumatra Provincial Government together with the Regency / City which does not grant permits for Alfamart and Indomaret retail operations in the West Sumatra Province. As a result of the cause of the presence of this modern market, many debates have arisen from various parties because many small business actors are not running properly. This is not irrelevant to the reality in the field with the Regional Regulation of West Sumatra Province Number 16 of 2019 which has been established, namely concerning the Empowerment and Protection of Small Business Cooperatives. This study aims to determine the management of local retail and the protection of traditional markets. This research is based on the reasons for the establishment of Regional Regulation No. 16 of 2019. This research uses descriptive qualitative methods with Adam Smith's political economy theory and the concept of policy evaluation. The results of this study show that Regional Regulation No. 16 of 2019 is the basis for the West Sumatra Government in empowering MSME and empowering local businesses, especially in the retail sector. The protection of traditional markets by the West Sumatra Government involves traditional market owners in making trade-related policies as a form of community participation in traditional market management. Local retail management and traditional market protection in West Sumatra are carried out as an effort to improve the local economy. The West Sumatra Government is more consistent in providing guidance to the parties managing small businesses so that Perda No.16 Tahun 2019 can be implemented and achieve its goals so that there is an economic improvement in West Sumatera Province.
