PT Solusi Bangun Andalas (PT SBA) adalah perusahaan pertambangan di Aceh yang menambang mineral non-logam seperti limestone dan clay. Sebagai pemegang Izin Usaha Pertambangan (IUP), PT SBA wajib melakukan reklamasi lahan bekas tambang dan telah bekerja sama dengan PT Meugah Asai Kana (PT MAK) untuk proses ini. Penelitian ini bertujuan untuk mengevaluasi kinerja PT MAK dalam keberhasilan reklamasi, khususnya dalam pemanfaatan kembali lahan, penghijauan, dan tahap penyelesaian sesuai KEPMEN ESDM Nomor 1827 K/30/MEM/2018. Metode penelitian meliputi observasi lapangan, analisis dokumen perusahaan, dan studi literatur. Dokumen yang dianalisis mencakup rencana
reklamasi tambang limestone dan siltstone tahun 2019-2023, laporan pelaksanaan reklamasi tahun 2022, dan laporan evaluasi keberhasilan reklamasi tahun 2019-2021. Evaluasi kinerja PT MAK dilakukan berdasarkan Laporan Pelaksanaan Reklamasi PT SBA Tahun 2022, perbandingan antara rencana dan realisasi reklamasi, serta kriteria peraturan pemerintah. Hasil evaluasi menunjukkan skor reklamasi lahan batu kapur 55,2 (kategori rendah) dan tanah liat 83,8 (kategori baik). Agar jaminan reklamasi tahap operasi produksi dapat dicairkan, nilai minimal yang harus dicapai adalah 60%. Oleh karena itu, PT MAK perlu meningkatkan kualitas reklamasi hingga mencapai 80-100%. Setelah mencapai skor 100%, perusahaan dapat
mencairkan sisa jaminan reklamasi dan mengembalikan lahan tersebut ke Kabupaten Aceh Besar melalui Dinas ESDM Aceh.

PT Solusi Bangun Andalas (PT SBA) is a mining company in Aceh that extracts non-metallic minerals such as limestone and clay. As a holder of a Mining Business License (IUP), PT SBA is obligated to reclaim former mining lands and has collaborated with PT Meugah Asai Kana (PT MAK) for this process. This research aims to evaluate the performance of PT MAK in successful reclamation, particularly in land reuse, reforestation, and completion stages in accordance with the Ministerial Decree of Energy and Mineral Resources No. 1827 K/30/MEM/2018. The research methods include field observations, analysis of company documents, and literature studies. The analyzed documents include the 2019-2023 limestone and siltstone mine reclamation plans, the 2022 reclamation implementation report, and the 2019-2021 reclamation success evaluation report. PT MAK's performance evaluation is based on PT SBA's 2022 Reclamation Implementation Report, comparisons between planned and actual reclamation, and government regulatory criteria. The evaluation results show a reclamation score of 55.2 for limestone land (low category) and 83.8 for clay land (good category). To be eligible for the release of the reclamation guarantee during the production operation stage, a minimum score of 60% must be achieved. Therefore, PT MAK needs to improve the quality of reclamation to reach 80-100%. Upon achieving a score of 100%, the company can release the remaining reclamation guarantee and return the land to Aceh Besar Regency through the Aceh Energy and Mineral Resources Office.
