Program Jemput Bola di Gampong Lampulo merupakan salah satu pelaksanaan program Jemput Bola di Kota Banda Aceh yang paling ramai diikuti oleh masyarakat. program ini dijalankan oleh Disdukcapil Kota Banda Aceh bersama kerjasama dengan Aparatur Gampong Lampulo. Penelitian ini berttujuan untuk mengetahui bagaimana peran Disdukcapil Kota Banda Aceh dalam membangun partisipasi masyarakat Gampong Lampulo dan juga mengetahui bagaimana partisipasi masyarakat Gampong Lampulo. Penelitian ini dianalisa dengan menggunakan teori AGIL yang dikemukakan oleh Talcott Parsons. Adaptation terlihat pada proses dimana Disdukcapil Kota Banda Aceh dan Aparatur Gampong Lampulo saling beradaptasi mulai dari penentuan jadwal pelaksanaan dan sarana dan prasarana yang dibutuhkan. Goal Attainment mencakup bagaimana tujuan yang akan dituju pada program Jemput Bola disesuaikan dengan kesepakatan bersama. Integration terlihat pada bagaimana seluruh stakeholder terlibat dalam tujuannya menyukseskan pelaksanaan program Jemput Bola. Selanjutnya Latent Maintenance yaitu setelah terlaksananya program Jemput Bola, terlihat adanya komunikasi yang masih berlansung antara Disdukcapil Kota Banda Aceh, Aparatur Gampong Lampulo, dan Masyarakat Gampong Lampulo. Hasil dari penelitian ini yaitu ditemukan bahwa Disdukcapil Kota Banda Aceh dalam membangun partisipasi masyarakat direncanakan dengan sangat baik, hal ini juga didukung oleh peran dari Aparatur Gampong Lampulo yang menjadi mitra Disdukcapil dalam melaksanakan programnya. Selanjutnya partisipasi masyarakat Gampong Lampulo terbilang sangat tinggi dan dipengaruhi oleh pelayanan yang baik dari Disdukcapil Kota Banda Aceh.

Jemput bola program in Lampulo Village is one of the implementation of the Jemput Bola program in Banda Aceh City which is most participated in by the community. this program is run by Disdukcapil Banda Aceh City in collaboration with the Lampulo Village Apparatus. This research aims to find out how the role of Disdukcapil of Banda Aceh City in building community participation in Lampulo Village and also to find out how the participation of the Lampulo Village community. This research was analyzed using the AGIL theory proposed by Talcott Parsons. Adaptation is seen in the process where the Banda Aceh City Disdukcapil and the Lampulo village apparatus adapt to each other starting from determining the implementation schedule and the facilities and infrastructure needed. Goal Attainment includes how the goals to be addressed in the Jemput Bola program are adjusted to a mutual agreement. Integration is seen in how all stakeholders are involved in the goal of successfully implementing the Jemput Bola program. Furthermore, Latent Maintenance, namely after the implementation of the Jemput Bola program, it can be seen that there is ongoing communication between the Banda Aceh City Disdukcapil, the Lampulo Village Apparatus, and the Lampulo Village Community. The results of this study found that the Banda Aceh City Disdukcapil in building community participation was very well planned, this was also supported by the role of the Lampulo Village Apparatus which became Disdukcapil's partner in implementing the program. Furthermore, the participation of the Lampulo village community is very high and is influenced by good service from the Banda Aceh City Disdukcapil. Keyword: Jemput Bola, Disdukcapil, AGIL
