Pelaksanaan proyek konstruksi di lapangan tidak luput dari berbagai macam masalah, salah satu diantaranya ialah terjadinya perubahan kontrak kerja (Contract Change Order). Penyebab terjadinya change order timbul dari berbagai macam faktor, seperti faktor pihak kontraktor, faktor pihak konsultan, faktor pihak owner, dan faktor pihak luar. Perubahan yang terjadi dapat mempengaruhi kualitas proyek dan dapat menyebabkan pelaksanaan pekerjaan konstruksi yang tidak sesuai dengan perencanaan awal. Tujuan dari penelitian ini ialah untuk mengetahui penyebab terjadinya CCO serta mengetahui penyebab paling dominan yang muncul pada proyek jalan di Aceh untuk tahun periode tahun 2021 sampai dengan 2023. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa studi dokumentasi. Dokumen yang digunakan pada penelitian ini adalah dokumen justifikasi teknis yang berjumlah sebanyak delapan buah dokumen. Data yang diperoleh dianalisis menggunakan teknik analisis data kualitatif Miles dan Huberman (1992) dan digambarkan menggunakan diagram fishbone. Berdasarkan hasil penelitian dari delapan dokumen yang dianalisis ditemukan 18 sub faktor penyebab CCO dari empat faktor utama yang ditinjau. Faktor dominan yang terjadi pada proyek jalan di Aceh yang ditemukan adalah perubahan volume pekerjaan setelah dilakukan peninjauan ulang berdasarkan pengaruh konsultan, perubahan item pekerjaan berdasarkan pengaruh owner, pengendalian material yang kurang baik berdasarkan pengaruh kontraktor, serta kondisi tanah yang berbeda dan bermasalah berdasarkan pengaruh lainnya.

The implementation of construction projects in the field is inevitably faced with various issues, one of which is the occurrence of Contract Change Orders (CCO). The causes of CCO arise from various factors, such as the influence of contractors, consultants, owners, and other contributing factors. These changes can affect the quality of the project and lead to the construction work being carried out in ways that deviate from the initial plan. The aim of this research was to identify the causes of CCOs and determine the most dominant causes that emerged in road projects in Aceh for the period from 2021 to 2023. This study used a qualitative approach with data collection techniques in the form of document studies. The documents used in this study are eight technical justification documents. The data obtained were analyzed using the qualitative data analysis technique of Miles and Huberman (1992) and illustrated using a fishbone diagram. Based on the research results from the eight analyzed documents, 18 sub-factors causing CCO were found from four main factors reviewed. The dominant factors occurring in road projects in Aceh were changes in the volume of work after a re-examination influenced by consultants, changes in work items influenced by owners, poor material control influenced by contractors, and differing and problematic soil conditions influenced by other factors.
