Penelitian ini mengkaji implementasi blended learning pada pelatihan dasar Calon Pegawai Negeri Sipil (CPNS) di Puslatbang KHAN LAN RI Aceh. Undang-Undang Nomor 5 Tahun 2014 mewajibkan instansi pemerintah memberikan pendidikan dan pelatihan kepada CPNS untuk mengembangkan karakter ASN BerAkhlak, dengan nilai-nilai seperti berorientasi pelayanan, akuntabel, kompeten, harmonis, loyal, adaptif, dan kolaboratif. Peran Lembaga Administrasi Negara (LAN) penting dalam mengembangkan inovasi administrasi publik, pelayanan, dan sumber daya aparatur, terutama selama pandemi COVID-19 yang mendorong implementasi blended learning pada pelatihan dasar CPNS. Namun, terdapat kendala dalam mindset, desain program, dan materi. Tujuan penelitian ini untuk mengetahui dan menjelaskan implementasi blended learning pada pelatihan dasar CPNS dan faktor kendala penerapan blended learning di Puslatbang KHAN LAN RI Aceh pada Latsar CPNS. Penelitian ini menggunakan teori implementasi kebijakan menurut Van Meter dan Van Horn (1975) dengan 6 indikator standar keberhasilan dan tujuan kebijakan, sumber daya, karakteristik pelaksana, kondisi sosial, ekonomi, politik dan disposisi para pelaksana kebijakan. Jenis penelitian ini kualitatif pendekatan deskriptif dengan teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Hasil penelitian ini menunjukkan, bahwasannya implementasi blended learning pada pelatihan dasar CPNS di Puslatbang KHAN LAN RI Aceh pada beberapa indikator, yaitu karakteristik pelaksana, komunikasi antar organisasi dan aktivitas pelaksanaan, kondisi sosial, ekonomi, dan politik serta disposisi para pelaksana kebijakan sudah dijalankan secara efektif. Namun terdapat kendala terhadap indikator standar keberhasilan dan tujuan kebijakan serta sumber daya. Kendala tersebut meliputi kurikulum pembentukan karakter untuk mengembangkan core value ASN BerAkhlak pada pendidikan dasar CPNS dimana jumlah jam pembelajaran pelatihan yang terlalu banyak hingga diperlukanya tinjauan kembali terhadap hal tersebut dan kendala terkait sarana dan prasarana, yaitu perangkat sistem yang sering mengalami eror atau server down serta kendala jaringan dari peserta pelatihan dasar CPNS. Saran adanya penyusunan strategi dan ditingkatkannya dukungan teknis dari penyelenggara untuk menjadikan Latsar CPNS lebih efisien, terutama terkait jumlah jam pembelajaran dan perangkat sistem.

This research examines the implementation of blended learning in the basic training for Civil Service Candidate Employees (CPNS) at the KHAN LAN RI Development Center in Aceh. Law Number 5 of 2014 requires government agencies to provide education and training to CPNS to develop the character of the State Civil Apparatus (ASN) with virtues, with values such as service-oriented, accountable, competent, harmonious, loyal, adaptive, and collaborative. The role of the State Administration Institute (LAN) is important in developing innovations in public administration, services, and apparatus resources, especially during the COVID-19 pandemic which encouraged the implementation of blended learning in basic CPNS training. However, there are obstacles in mindset, program design, and materials. The purpose of this research is to find out and explain the implementation of blended learning in basic CPNS training and the constraining factors for the application of blended learning at the KHAN LAN RI Development Center in Aceh for the CPNS Basic Training. This research uses the theory of policy implementation according to Van Meter and Van Horn (1975) with 6 indicators of standard of success and policy objectives, resources, characteristics of implementers, social, economic, political conditions and disposition of policy implementers. This type of research is qualitative with a descriptive approach and data collection techniques through observation, interviews and documentation. The results of this study indicate that the implementation of blended learning in basic CPNS training at the KHAN LAN RI Development Center in Aceh on several indicators, namely the characteristics of the implementers, communication between organizations and implementation activities, social, economic and political conditions as well as the disposition of policy implementers has been carried out effectively. However, there are obstacles to the indicators of standard of success and policy objectives as well as resources. These obstacles include the curriculum for character building to develop the core values of virtuous ASN in basic CPNS education where the number of training learning hours is too much that a review of this is needed and obstacles related to facilities and infrastructure, namely system devices that often experience errors or server down as well as network constraints from basic CPNS training participants. Suggestions are the formulation of strategies and increased technical support from the organizers to make the CPNS Basic Training more efficient, especially regarding the number of learning hours and system devices.
