Dalam mengikuti tender pekerjaan konstruksi terdapat langkah penting yang harus
diambil oleh kontraktor, yaitu memutuskan untuk melakukan penawaran atau
tidak. Keputusan untuk mengajukan penawaran adalah kegiatan yang kompleks
yang membutuhkan pertimbangan beberapa faktor. Dalam mengambil langkah
tersebut banyak faktor yang menjadi pertimbangan. Penelitian ini bertujuan untuk
mengidentifikasi faktor-faktor yang berpengaruh terhadap keputusan kontraktor
kualifikasi kecil berkualifikasi gedung yang berada di Kota Banda Aceh dalam
melakukan penawaran saat pelelangan umum pekerjaan konstruksi. Penelitian
dilakukan dengan metode penelitian kuantitatif. Teknik pengumpulan data
dilakukan dengan menyebarkan kuesioner kepada 92 kontraktor kualifikasi kecil
berkualifikasi gedung yang ada di Kota Banda Aceh. Data dari kuesioner
merupakan data primer yang kemudian diolah dengan bantuan program software
IBM SPSS statistics 22, kemudian dianalisis menggunakan Relative Importance
Index (RII) menggunakan software Microsoft Excel. Hasil dari metode RII
didapatkan faktor utama yang dipertimbangkan dalam keputusan kontraktor saat
melakukan penawaran tender pekerjaan konstruksi adalah faktor proyek (0,859).
Faktor proyek sangat berpengaruh pada keputusan kontraktor dalam menawar
atau tidak dalam tender pekerjaan konstruksi karena dengan memperhatikan
faktor proyek kontraktor dapat mengetahui kelayakan teknis, finansial, dan risiko
dari proyek tersebut. Kontraktor akan mengevaluasi ukuran, kompleksitas,
jadwal, lokasi, risiko, persyaratan teknis, dan aspek keuangan proyek sebelum
memutuskan untuk menawar. Dalam rangka meningkatkan peluang kesuksesan
dan menghindari kerugian potensial, kontraktor harus mempertimbangkan secara
cermat semua faktor yang terlibat sebelum membuat keputusan untuk menawar
pada suatu proyek konstruksi.

In participating in a construction job tender, there was an important step that had to be taken by the contractor, which was to decide whether to bid or not. The decision to bid had been a complex activity that had required consideration of several factors. In taking that step, many factors had been taken into consideration. This research had aimed to identify the factors that had influenced the decision of small building-qualified contractors in Banda Aceh City to bid during the public auction of construction works. The research had been conducted using a quantitative research method. The data collection technique had been carried out by distributing questionnaires to 92 small building-qualified contractors in Banda Aceh City. The data from the questionnaire had been primary data which had then been processed with the help of the IBM SPSS statistics software program 22, and then had been analyzed using the Relative Importance Index (RII) using Microsoft Excel software. The results of the RII method had shown that the main factor considered in the contractor's decision when bidding for construction work tenders had been the project factor (0,859). Project factors had significantly influenced the contractor's decision to bid or not in the tender for construction work because by paying attention to project factors, the contractor had been able to know the technical, financial, and risk feasibility of the project. Contractors had evaluated the size, complexity, schedule, location, risk, technical requirements, and financial aspects of the project before deciding to bid. In order to increase the chances of success and avoid potential losses, the contractor had had to carefully consider all the factors involved before making a decision to bid on the construction project.
