Provinsi Aceh menempati urutan ketiga di Indonesia dengan 539 kasus kekerasan terhadap anak. Kota Banda Aceh menempati urutan pertama dengan 71 kejadian sehingga menjadi kota dengan tindak kekerasan terhadap anak terbesar di tahun 2022. Pemerintah Aceh menerbitkan Qanun Nomor 9 Tahun 2019 tentang Pelaksanaan Penanganan Kekerasan Terhadap Perempuan dan Anak sebagai wujud kepedulian Pemerintah Aceh terhadap anak. Dinas Pemberdayaan Perempuan, Perlindungan Anak, Pengendalian Penduduk, dan Keluarga Berencana meluncurkan (Gerakan Perlindungan Anak Terpadu Berbasis Masyarakat) untuk mengatasi masalah ini. Gerakan Perlindungan Anak Terpadu Berbasis Masyarakat dipimpin oleh sekelompok individu yang tinggal di lokasi tertentu (desa/kelurahan) di salah satu dari 34 provinsi di Indonesia. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi dan hambatan pada program gerakan Perlindungan Anak Terpadu Berbasis Masyarakat. Penelitian ini menggunakan teori implementasi menurut Edward III dengan empat indikator yaitu komunikasi, suber daya, disposisi, dan struktur birokrasi. Penelitian ini menggunakan metode kualitatif dengan teknis analisis data seperti reduksi data, penyajian data dan penarikan kesimpulan. Hasil dari penelitian ini menjelaskan bahwa pada implementasi program PATBM Dinas P3AP2KB telah melaksanakan komunikasi dalam bentuk sosialisasi kepada masyarakat dan juga sekolah-sekolah, hal itu dilakukan bersama aktivis PATBM dan Forum Anak Kota Banda Aceh, sumber daya dalam bentuk memberikan bantuan perlindungan hukum serta bantuan psikolog untuk mengembalikan kesehatan mental korban, Struktur Birokrasi dalam bentuk pembagian wewenang yang terstruktur oleh Dinas P3AP2KB untuk menjalankan program PATBM. Namun pada pelaksanaanya terjadi hamabatan seperti Disposisi yaitu partisipasi masyarakat yang masih kurang aktif untuk mengedukasi dan melindungi pencegahan kekerasan seksual terhadap anak. Dan yang terakhir Sumber daya anggaran yang tidak cukup sehingga sangat sulit untuk memaksimalkan program PATBM. Menurut saran penulis seharusnya Dinas P3AP2KB melakukan kerjasama ke berbagai lembaga dan tidak bergantung kepada anggaran pemerintah saja untuk mencukupi jalannya program PATBM ini. Serta saran kedepannya Dinas P3AP2KB mampu melakukan upaya lainnya untuk mewujudkan program PATBM dalam mencegah kekerasan seksual terhadap anak.

Aceh Province ranks third in Indonesia with 539 cases of violence against children. The city of Banda Aceh ranks first with 71 incidents, making it the city with the largest number of acts of violence against children in 2022. The Aceh Government issued Qanun Number 9 of 2019 concerning the Implementation of Handling Violence Against Women and Children as a form of the Aceh Government's concern for children. The Department of Women's Empowerment, Child Protection, Population Control and Family Planning launched (Community-Based Integrated Child Protection Movement) to overcome this problem. The Community-Based Integrated Child Protection Movement is led by a group of individuals who live in a specific location (village/kelurahan) in one of the 34 provinces in Indonesia. This research aims to find out how the implementation and obstacles to the Community- Based Integrated Child Protection movement program are. This research uses implementation theory according to Edward III with four indicators, namely communication, resources, disposition and bureaucratic structure. This research uses qualitative methods with technical data analysis such as data reduction, data presentation and drawing conclusions. The results of this research explain that in the implementation of the PATBM program, the P3AP2KB Service has carried out communication in the form of outreach to the community and also schools, this was done together with PATBM activists and the Banda Aceh City Children's Forum, resources in the form of providing legal protection assistance and psychologist assistance. to restore the victim's mental health, a bureaucratic structure in the form of a structured division of authority by the P3AP2KB Service to carry out the PATBM program. However, in its implementation there are obstacles such as Disposition, namely community participation which is still less active in educating and protecting the prevention of sexual violence against children. And finally, budget resources are insufficient, making it very difficult to maximize the PATBM program. According to the author's suggestion, the P3AP2KB Service should collaborate with various institutions and not depend on the government budget alone to cover the running of this PATBM program. As well as suggestions for the future, the P3AP2KB Service can make other efforts to realize the PATBM program in preventing sexual violence against children.
