Pemerintah Aceh telah menetapkan persyaratan bagi masyarakatnya yang ingin mencalonkan diri sebagai seorang pemimpin. Hal tersebut tertuang di dalam Qanun Aceh No. 12 Tahun 2016 Tentang Pemilihan Gubernur Dan Wakil Gubernur, Bupati Dan Wakil Bupati, Serta Walikota Dan Wakil Walikota. Persyaratan yang harus di penuhi tersebut ialah, (a) Warga Negara Republik Indonesia, (b) orang Aceh dan (c) Beragama Islam, taat menjalankan syari'at Islam dan mampu membaca Al-Qur'an dengan baik. Lalu, bagaimana persepsi Masyarakat non-Muslim di Kota Banda Aceh terkait hal tersebut. Penelitian ini bertujuan untuk mengetahui dan menjelaskan persepsi masyarakat non-muslim terhadap persyaratan calon pemimpin berdasarkan Qanun Aceh No. 12 Tahun 2016 Tentang Pemilihan Gubernur Dan Wakil Gubernur, Bupati Dan Wakil Bupati, Serta Walikota Dan Wakil Walikota, dan apakah persyaratan calon pemimpin berdasarkan Qanun Aceh tersebut memunculkan diskriminasi terhadap kalangan masyarakat Non-Muslim di Banda Aceh. Teori yang digunakan dalam penelitian ini adalah teori persepsi dan kebijakan. Metode yang digunakan di dalam penelitian ini adalah Mix Method. Teknik analisis data yang digunakan dalam penelitian ini adalah SPSS dengan uji validitas dan reliabilitas. Hasil penelitian menunjukkan, bahwa persepsi masyarakat non-muslim terhadap persyaratan calon pemimpin berdasarkan Qanun Aceh No. 12 Tahun 2016 Tentang Pemilihan Gubernur Dan Wakil Gubernur, Bupati Dan Wakil Bupati, Serta Walikota Dan Wakil Walikota cukup positif. Masyarakat melihat persyaratan tersebut sudah sesuai dengan Provinsi Aceh yang menerapkan Hukum Syari'at. Kemudian, Sebagian besar Masyarakat tidak menganggap persyaratan pada Qanun Aceh tersebut sebagai bentuk diskriminasi, mengingat pemimpin yang cocok untuk mengatur wilayah yang bersyari’at Islam memanglah harus orang yang paham dan mendalami agama Islam. Dilain sisi terdapat segelintir Masyarakat yang merasa kebijakan tersebut tidak sesuai dengan hak asasi manusia dalam berdemokrasi. Disarankan untuk pihak pemerintah Kota Banda Aceh untuk dapat melakukan sosialisasi lebih lanjut antar agama dan para tokoh penting dari setiap agama agar dapat mencapai keseimbangan antara nilai-nilai agama dan prinsip-prinsip demokrasi.

The Acehnese government has set requirements for its people who wish to run for leadership. This is stated in Aceh Qanun No. 12 of 2016 concerning the election of Governors and Vice Governors, Regents and Vice Regents, as well as Mayors and Vice Mayors. The requirements that must be met are: (a) citizens of the Republic of Indonesia; (b) Acehnese; and (c) Muslims who are obedient to observing Islamic syari’at and able to read the Qur'an well. Then, what is the perception of non-Muslim communities in Banda Aceh City regarding this? This study aims to determine and explain the perception of non-Muslim communities on the requirements for leadership candidates based on Aceh Qanun No. 12 of 2016 concerning the election of Governors and Vice Governors, Regents and Vice Regents, as well as Mayors and Vice Mayors, and whether the requirements for leadership candidates based on the Aceh Qanun give rise to discrimination against non-Muslim communities in Banda Aceh. The theory used in this study is the theory of perception and policy. The method used in this study is the mix method. The data analysis technique used in this study is SPSS, with validity and reliability tests. The results showed that the perception of non-Muslim communities towards the requirements for leadership candidates based on Aceh Qanun No. 12 of 2016 concerning the election of Governor and Vice Governor, Regent and Vice Regent, as well as Mayor and Vice Mayor, is quite positive. The community sees that these requirements are in accordance with Aceh Province, which applies Sharia Law. Then, most people do not consider the requirements on the Aceh Qanun as a form of discrimination, considering that the leader who is suitable to govern the territory that is Islamic law must indeed be a person who understands and explores Islam. On the other hand, there are a handful of people who feel that these policies are not in accordance with human rights in a democracy. It is recommended for the Banda Aceh City government to be able to carry out further socialization between religions and important figures from each religion in order to achieve a balance between religious values and democratic principles.
