ABSTRAK

Konflik rumah ibadah di Aceh Singkil tidak terlepas dari pro dan kontra dalam
penafsiran UUPA dan Peraturan Gubernur Aceh Nomor 25 Tahun 2007, dimana bagi
kalangan mayoritas peraturan ini merupakan langkah konkrit sebagai jawaban dari
keistimewaan Aceh dalam pelaksanaan syariat Islam. Sedangkan bagi minoritas
peraturan ini justru mempersempit peluang mendirikan rumah ibadah lainnya di
Aceh. Sehingga konflik rumah ibadah Aceh Singkil menjadi wewenang provinsi
dalam mengatasinya, salah satu lembaga yang bertanggung jawab adalah Badan
Kesatuan Bangsa dan Politik (KESBANGPOL) Provinsi Aceh berdasarkan Peraturan
Menteri dalam Negeri Republik Indonesia Nomor 11 Tahun 2019 pasal 5 ayat 2 poin
C. Tujuan penelitian ini untuk mengetahui proses penyelesaian Konflik rumah ibadah
di Aceh Singkil oleh Kesbangpol Provinsi Aceh dan untuk mengetahui faktor apa
saja yang mendukung dan menghambat proses penyelesaian konflik rumah ibadah di
Aceh Singkil oleh Kesbangpol Provinsi Aceh. Penelitian ini menggunakan Teori
Transformasi Konflik (John Paul Laderach), Konsep Toleransi Beragama. Jenis
penelitian ini kualitatif. Teknik pengumpulan data melalui, observasi dan wawancara.
Hasil penelitian ini menunjukkan bahwa langkah yang di ambil oleh KESBANGPOL
Aceh dimulai dengan membentuk tim TP4 untuk mendapatkan data, melakukan
sosialisasi dan dialog antar umat beragama, melaporkan temuan kepada Gubenur,
menfasilitasi mediasi pihak yang berkonflik. Sedangkan lambatnya penyelesaian
konfrik rumah ibadah di Aceh Singkil tidak terlepas dari tidak ada pemetaan konflik
di daerah rawan konflik dan kurangnya keterbukaan dari pihak non muslim.
Berdasarkan hasil dari penelitian ini peneliti merekomendasikan agar menjadi acuan
atau pertimbangan lembaga yang terkait untuk mengadvokasi permasalahan rumah
ibadah di Aceh sampai tuntas.

ABSTRACT The conflict over places of worship in Aceh Singkil cannot be separated from the pros and cons in the interpretation of UUPA and Aceh Governor's Regulation Number 25 of 2007, where for the majority, this regulation is a concrete step in response to Aceh's special features in implementing Islamic law. Meanwhile, for minorities, this regulation actually narrows the opportunity to establish other places of worship in Aceh. So that the Aceh Singkil house of worship conflict becomes the province's authority to resolve it, one of the institutions responsible is the Aceh Province National and Political Unity Agency (KESBANGPOL) based on the Regulation of the Minister of Home Affairs of the Republic of Indonesia Number 11 of 2019 article 5 paragraph 2 point C. The purpose of this research to find out the process of resolving the conflict over places of worship in Aceh Singkil by the Kesbangpol of Aceh Province and to find out what factors support and hinder the process of resolving the conflict over places of worship in Aceh Singkil by the Kesbangpol of Aceh Province. This research uses Conflict Transformation Theory (John Paul Laderach), the Concept of Religious Tolerance. This type of research is qualitative. Data collection techniques through observation and interviews. The results of this research show that the steps taken by KESBANGPOL Aceh began with forming a TP4 team to obtain data, carry out outreach and dialogue between religious communities, report findings to the Governor, and facilitate mediation for parties in conflict. Meanwhile, the slow resolution of the conflict over places of worship in Aceh Singkil cannot be separated from the lack of conflict mapping in conflict-prone areas, and a lack of openness from non-Muslim parties. Based on the results of this research, the researcher recommends that it be used as a reference or consideration for related institutions to advocate for the problem of places of worship in Aceh to be resolved.
