Kabupaten Aceh Tengah merupakan salah satu kabupaten di Provinsi Aceh. Kecamatan Ketol yang terletak di Kabupaten Aceh Tengah dikenal dengan produksi tebu gula merah tradisional yang tersebar di berberapa desa di Kecamatan Ketol. Namun, ada beberapa permasalahan mengenai Pemberdayaan petani tebu khususnya di Kecamatan Ketol yaitu, aspek penyuluhan, aspek pendampingan, dan aspek pelayanan sehingga mempengaruhi optimalisasi pemberdayaan petani tebu di Kecamatan Ketol. Adapun Tujuan penelitian ini untuk mengetahui serta menjelaskan tentang Optimalisasi Pemberdayaan Petani Tebu di Kecamatan Ketol Oleh Pemerintah Kabupaten Aceh Tengah,. Teori yang digunakan dalam penelitian ini yaitu teori pemberdayaan, penelitian ini menggunakan metode penelitian kualitatif dan data yang diperoleh dari observasi, wawancara, serta dokumentasi sebagai teknik pengumpulan data. Hasil yang diperoleh dalam penelitian ini yaitu: 1) Optimalisasi pemberdayaan petani tebu di Kecamatan Ketol oleh Pemerintah Kabupaten Aceh Tengah belum optimal, Dilihat dari beberapa faktor realisasi kegiatan lapangan serta pencapaian tujuan pemberdayaan petani belum memuaskan dalam pemberian pelayanan kepada petani, 2) Tenaga ahli dalam melakukan kegiatan pemberdayaan petani dalam sektor pertanian tebu masih kurang sehingga mempengaruhi kegiatan penyuluhan serta pendampingan pemberdayaan petani, 3) Partisipasi masyarakat yang rendah sehingga mempengaruhi kegiatan pemberdayaan seperti penyuluhan dan pendampingan yang menjadi salah satu faktor penghambat dalam kegiatan pemberdayaan petani tebu di Kecamatan Ketol.

ABSTRACT Central Aceh District is one of the districts in Aceh Province. Ketol District, located in Central Aceh District, is known for its production of traditional brown sugar cane which is spread across several villages in Ketol District. However, there are several problems regarding the empowerment of sugar cane farmers, especially in the Ketol District, namely, the counseling aspect, the assistance aspect, and the service aspect so that it affects the not yet optimal empowerment of sugar cane farmers in the Ketol District. The purpose of this study is to find out and explain how to optimize the empowerment of sugar cane farmers in the Ketol sub-district by the Central Aceh district government, to find out and explain what factors influence the not yet optimal empowerment of sugar cane farmers in the Ketol sub-district. The theory used in this study is empowerment theory, using qualitative research methods with observation, interviews, and documentation techniques as data collection techniques. Where the results obtained in this study stated that: 1) Optimization of the empowerment of sugar cane farmers in Ketol Subdistrict by the Central Aceh District Government was not optimal. Judging from several factors the realization of field activities and the achievement of farmer empowerment goals had not been satisfactory in providing services to farmers, 2) Experts in carrying out farmer empowerment activities in the sugarcane farming sector were still lacking, thus affecting counseling activities and farmer empowerment assistance, 3) Low community participation which affected empowerment activities such as counseling and mentoring which became one of the inhibiting factors in empowering sugarcane farmers in Ketol District.
