Pemerintah Indonesia bertujuan untuk memberantas tingkat kemiskinan maka pemerintah dalam hal ini untuk sampai pada tujuan tersebut dibutuhkan kerja keras pemerintah untuk melayani masyarakat kurang mampu,maka dari itu pemerntah dalam melakukan program kerja untuk kepentingan kesejahteraan masyarakat miskin sebagimana disebutkan dalam Peraturan PresidenNo.15 tahun 2010 tentang percepatan penangulangan kemiskinan sebagaimana yang telah diubah dengan peraturan Presiden No. 96 tahun 2015 dan keputusan Mentri Sosial RI21/HUK/2017 tentang penetapan jumlah keluarga penerima manfaat Subsidi beras sejahtera dan bantuan pangan non tunai tahun 2017. Penelitian ini bertujuan untuk mengetahui bagaimana pelaksanaan program bantuan lansung tunai di Gampong Ceurih Kecamatan Ulee kareng Kota Banda Aceh kemudian yang menjadi tujuan penelitian selanjutnya yaitu bagaimana pemahaman masyarakat Gampong Ceurih terhadap program bantuan lansung tunai itu sendiri Pengumpulan Data dilakukan mengunakan observasi, wawancara dan dokumentasi. Penulis dalam melakukan penelitian ini meggunakan indicator implementasi dari Edward III yaitu, komunikasi, disposisi, Sumber daya, struktur organisasi.Dari hasil penelitian yang dilakukan, dapat disimpulkan bahwa Implementasi Program Bantuan Langsung Tunai di Gampong Ceurih seudah berjalan berjalan dengan baik. Hal ini berdasarkan 4 indikator yang digunakan untuk mengukur berjalannya Program Bantuan Langsung Tunai di Gampong Ceurih diantaranya, Komunikasi,Sumber daya,Disposisi, dan Struktur Organisasi.Sementara untuk hasil penemuan kedua pemahaman masyarakat Gampong Ceurih akan program bantuan lansung tunai ini bisa disimpulkan mereka paham terhadap kegunaan dan pemanfaatan dari program ini jad tidak serta merta menerima bantuan dan tidak memaksimalkannya.Implementasi program bantuan lansung tunai di Gampong Ceurih ini bisa dikatakan sudah sesuai dengan tujuan program itu sendiri dan pemanfaatan yang diharapkan oleh kepeala desa akan terlaksananya program ini sudah tepat sasaran penerima karena sudah melalui proses yang sistematis dan terstruktur

The Indonesian government aims to eradicate the level of poverty, in this case the government in this case requires hard work from the government to serve the underprivileged, therefore the government carries out work programs for the benefit of the welfare of the poor as stated in Presidential Regulation No. 15 of 2010 concerning acceleration of poverty reduction as amended by Presidential Regulation no. 96 of 2015 and the decision of the Minister of Social Affairs of the Republic of Indonesia 21/HUK/2017 concerning determining the number of families receiving benefits from the prosperous rice subsidy and non-cash food assistance in 2017. This research aims to find out how the direct cash assistance program is implemented in Gampong Ceurih, Ulee Kareng District, Banda Aceh City then The aim of the next research is how the Gampong Ceurih community understands the direct cash assistance program itself. Data collection was carried out using observation, interviews and documentation. In conducting this research, the author used implementation indicators from Edward III, namely, communication, disposition, resources, organizational structure. From the results of the research conducted, it can be concluded that the implementation of the Direct Cash Assistance Program in Gampong Ceurih has been going well. This is based on 4 indicators used to measure the progress of the Direct Cash Assistance Program in Gampong Ceurih including, Communication, Resources, Disposition and Organizational Structure. Meanwhile, for the results of the second finding, the Gampong Ceurih community's understanding of this direct cash assistance program can be concluded that they understand the The use and utilization of this program means that you do not immediately receive assistance and do not maximize it.
