ABSTRAK
Dinamika Sosial merupakan bentuk perubahan sosial yang terjadi akibat adanya hubungan interaksi yang terjadi dalam Masyarakat. Perubahan Sosial, Norma dan Nilai Sosial, Struktur Sosial dan Institusi Sosial. Penulis ingin menjabarkan Dinamika yang akibat adanya Institusi Sosial. Penelitian ini bertujuan untuk mengetahui Dinamika Sosial PT. Perkebunan Nusantara I terhadap masyarakat di wilayah Hak Guna Usaha Perusahaan sesuai dengan Regulasi Tentang Hak Guna Usaha. penelitian ini menggunakan teori konflik sosial (Lewis Alfred Coser). Menggunakan metode penelitian kualitatif. Konflik Sosial menurut coser memiliki dampak positif. Ia membagi konflik sosial menjadi konflik realistis dan non realistis. Konflik sosial realistis tersebut bersumber dari tinjaun yang seharusnya (Das Sein) dan fakta yang sebenarnya (Das sollen) terhadap PP. NO. 18 Tahun 2021 Tentang Hak Pengelolaan, Hak Atas Tanah, Satuan Rumah Susun, dan Pendaftaran Tanah. Terdapat dinamika lahan dan dinamika kependudukan dalam hasil penelitian ini. Setiap kelompok harus ada katup pengaman (safety valve institution) dari pihak Masyarakat Anggota DPR sebagai katup pengamannya. Sementara dari pihak Perusahaan menggunakan CSR/TJSL sebagai peredam konflik sosial (safety valve). Perbedaan konsep pandangan antara CSR di dunia internasional berdasarkan ISO 26000 yang bersifat sukarela dan tidak memaksa dengan Konsep CSR di Indonesia sebagai kewajiban hukum. Pemberian izin perusahaan tersebut terjadi antara pemerintah dengan pihak perusahaan. namun, Pemerintah (Negara) gagal dalam pengawasan dan mengatasi dinamika sosial yang ada di terhadap Masyarakat yang berada di dalam wilayah Hak Guna Usaha Perusahaan.

ABSTRACT Social Dynamics is a form of social change that occurs as a result of interaction relationships that occur in society. Social Change, Social Norms and Values, Social Structure and Social Institutions. The author wants to describe the dynamics resulting from the existence of social institutions. This research aims to determine the Social Dynamics of PT. Perkebunan Nusantara I towards the community in the Company's Cultivation Rights area in accordance with the Regulation concerning Cultivation Rights. This research uses social conflict theory (Lewis Alfred Coser). Using qualitative research methods. According to Coser, social conflict has a positive impact. He divided social conflicts into realistic and non-realistic conflicts. This realistic social conflict originates from a supposed review (Das Sein) and actual facts (Dassollen) of the PP. NO. 18 of 2021 concerning Management Rights, Land Rights, Flat Units, and Land Registration. There are land dynamics and population dynamics in the results of this research. Each group must have a safety valve (safety valve institution) from the DPR Member Community as a safety valve. Meanwhile, the company uses CSR/TJSL as a dampener for social conflict (safety valve). The difference in the concept of view between CSR in the international world based on ISO 26000 which is voluntary and not forced and the concept of CSR in Indonesia as a legal obligation. The granting of company permits occurs between the government and the company. However, the Government (State) failed to monitor and overcome the social dynamics that exist among communities within the Company's Cultivation Rights area.
