Pandemi covid-19 di Indonesia telah menyebabkan krisis sosial ekonomi yang dampaknya dirasakan oleh seluruh lapisan masyarakat terlebih masyarakat dengan tingkat kesejahteraan rendah. Melalui Intruksi Presiden (Inpres) Nomor 4 Tahun 2020 tentang Refocussing Kegiatan Realokasi Anggaran serta Pengadaan Barang dan Jasa menjadi solusi dalam percepatan Covid-19. Namun bagi Pemerintah Aceh, dalam merealisasikan penggunaan dana refocussing masih jauh dari transparansi terutama dalam sektor jaring pengamanan sosial. Persoalan juga mulai terjadi sejak perubahan anggaran yang dinilai bermasalah hingga pada penerapannya yang dinilai tidak tepat sasaran. Hal ini kemudian menciptakan political distrust dari DPRA terhadap Pemerintah Aceh, hingga berdampak pada penolakan laporan pertanggungjawaban (lpj) APBA 2020. Oleh karena itu, penelitian ini bertujuan untuk mengetahui penyebab terjadinya political distrust yang terjadi antara Legislatif dan Eksekutif di Aceh dan untuk mengetahui dampak yang ditimbulkan dari political distrust yang terjadi antara Legislatif dan Eksekutif di Aceh. Untuk menganalisis permasalahan tersebut, penelitian ini menggunakan teori efektivitas yang dikombinasikan dengan teori anggaran sektor publik serta dipadukan dengan konsep Good Governance. Adapun pendekatan penelitian yang dilakukan menggunakan metode kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa penyebab terjadinya political distrust antara Legislatif dan Eksekutif di Aceh adalah a) kurang dilibatnnya DPRA dalam penganggaran dana refocussing; b) program dana refocussing dijadikan alat kampanye; c) terjadinya mark-up harga pangan. Sedangkan untuk dampak yang ditimbulkan dari political distrust yang terjadi antara Legislatif dan Eksekutif adalah a) adanya penggunaan hak interpelasi oleh DPRA terhadap Pemerintah Aceh; b) Terciptanya Disintegritas dari Berbagai Kalangan Masyarakat Terhadap Pemerintah Aceh.

The Covid-19 pandemic in Indonesia has caused a socio-economic crisis whose impact is felt by all levels of society, especially people with low welfare levels. Intruksi Presiden (Inpres) Nomor 4 Tahun 2020 concerning Refocussing on Budget Reallocation Activities and Procurement of Goods and Services, this is a solution in accelerating Covid-19. However, for the Government of Aceh, in realizing the use of refocussing funds, transparency is still far from being, especially in the social safety net sector. Problems also began to occur since the budget change which was considered problematic to its implementation which was considered not right on target. This then created political distrust from the DPRA against the Aceh Government, which resulted in the rejection of the 2020 APBA accountability report (LPJ). arising from the political distrust that occurred between the Legislature and the Executive in Aceh. To analyze these problems, this study uses effectiveness theory combined with public sector budget theory and combined with the concept of Good Governance. The research approach is using descriptive qualitative methods. The results of this study indicate that the causes of political distrust between the Legislature and the Executive in Aceh are a) the lack of involvement of the DPRA in the budgeting of refocussing funds; b) the refocussing fund program is used as a campaign tool; c) the occurrence of mark-ups on food prices. Meanwhile, the impact of political distrust that occurs between the Legislature and the Executive is a) the use of the DPRA's right of interpellation against the Aceh Government; b) The creation of disintegrity from various circles of society towards the Aceh government.
