Pada awal Juli 2018, Komisi Pemilihan Umum (KPU) mengumumkan Kebijakan Nomor 20 Tahun 2018 tentang Pencalonan Anggota DPR, DPRD Provinsi, dan DPRD Kabupaten/Kota. Peraturan tersebut mengatur larangan kontestan terpidana korupsi, pengedar narkoba, dan mantan pelaku seks anak untuk memperebutkan kursi. Namun peraturan ini bertentangan dengan Undang-Undang Nomor 7 Tahun 2017 tentang Pemilihan Umum yang menyatakan bahwa bakal calon anggota DPR, DPRD provinsi, dan DPRD kabupaten/kota harus berkewarganegaraan Indonesia dan harus memenuhi syarat-syarat tertentu, salah satunya adalah mereka tidak pernah dipidana penjara berdasarkan putusan pengadilan yang telah memperoleh kekuatan hukum tetap akibat melakukan tindak pidana, kecuali secara terbuka dan jujur mengemukakan kepada publik bahwa yang bersangkutan mantan terpidana. Hal tersebut menimbulkan keresahan dikalangan publik, keresahan tersebut menimbulkan rasa takut terhadap masyarakat. Penelitian ini bertujuan untuk mengetahui dan menjelaskan mengenai faktor-faktor dan marketing politik yang digunakan Abdullah Puteh dalam memenangkan DPD RI dapil Aceh Tahun 2019. Metode penelitian ini menggunakan metode kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa strategi yang digunakan Abdullah Puteh dalam meraih suara kemenangannya. Kemenangan tersebut terlahir dari kalangan masyarakat yang masih memberikan kepercayaannya terhadap Abdullah Puteh. Sedangkan faktor yang mempengaruhi kemenangannya yaitu track record Abdullah Puteh yang terbilang sangat famous dan humble pada dunia perpolitikan menjadikannya senior yang dikenal banyak kalangan. Kesimpulannya ialah kemenangan Abdullah Puteh didasari oleh rasa percaya masyarakat terhadap Abdullah Puteh khususnya masyarakat yang pernah merasakan masa kepemimpinan Abdullah Puteh sebelum terjerat kasus tindak korupsi.

In early July 2018, the General Elections Commission (KPU) announced Policy Number 20 of 2018 concerning the Nomination of Members of the DPR, Provincial DPRD and Regency/City DPRD. The regulation prohibits contestants convicted of corruption, drug dealers and former child sex offenders from fighting over seats. However, this regulation contradicts Law Number 7 of 2017 concerning General Elections which states that candidates for members of the DPR, Provincial DPRD and Regency/Municipal DPRD must be Indonesian citizens and must meet certain requirements, one of which is that they have never been sentenced to prison. based on a court decision that has permanent legal force as a result of committing a crime, unless openly and honestly discloses to the public that the person concerned is a former convict. This creates anxiety among the public, this anxiety creates fear for the community. This study aims to identify and explain the factors and marketing politics used by Abdullah Puteh in winning the 2019 Aceh Regional Election DPD RI. This method research approach uses a qualitative descriptive method. The results of this study indicate that the strategy used by Abdullah Puteh in gaining his winning voice. The victory was dropped from among the people who still put their trust in Abdullah Puteh. Meanwhile, the factors that influenced his victory were Abdullah Puteh's track record, who was very famous and humble in the world of politics, making him a senior known to many people. The conclusion is that Abdullah Puteh's victory was brought about by the public's trust in Abdullah Puteh, especially the people who had experienced Abdullah Puteh's leadership before being caught in a corruption case.
