Takengon adalah kota yang berada di Aceh Tengah dengan tempat wisata yang terkenal seperti Danau Laut Tawar, Gua Puteri Pukes dan Pantan Terong. Wisata Takengon merupakan tempat destinasi kedua setelah Sabang (Dinas Pariwisata Aceh, 2021), untuk mencapai wilayah tersebut dapat menggunakan kendaraan pribadi dan juga angkutan umum minibus seperti Hiace dan L300. Saat ini tarif angkutan umum dari Kota Banda Aceh – Takengon adalah sebesar Rp 150.000 untuk L300 dan Rp 170.000 untuk Hiace. Tarif ini lebih murah dibandingkan dengan tarif yang telah ditentukan oleh pemerintah, dimana tarif dari pemerintah untuk L300 sebesar Rp 153.000 dan untuk Hiace sebesar Rp 204.000. Beberapa angkutan umum belum menaikkan tarif untuk rute Kota Banda Aceh – Takengon karena masyarakat belum sanggup membayar jika tarif dinaikkan. Oleh karena itu penelitian ini bertujuan untuk mengetahui besar tarif angkutan antar Kota Banda Aceh – Takengon berdasarkan Biaya Operasional Kendaraan (BOK) dan untuk mengetahui apakah tarif yang berlaku pada saat ini sesuai dengan hasil analisis tarif berdasarkan biaya operasional kendaraan. Perhitungan tarif menggunakan standar Direktorat Jenderal Perhubungan Darat tahun 2002, pedoman teknis penyelenggaraan angkutan penumpang umum di wilayah perkotaan dalam trayek tetap dan teratur. Hasil analisis menunjukkan bahwa tarif yang berlaku saat ini lebih rendah daripada tarif yang telah dihitung berdasarkan Biaya Operasional Kendaraan (BOK) dan tarif dari pemerintah. Jumlah tarif yang berlaku di lapangan untuk L300 sebesar Rp 150.000, sedangkan tarif hasil perhitungan BOK sebesar Rp 169.736,95 dan tarif yang ditetapkan oleh pemerintah sebesar Rp 153.000. Adapun tarif yang berlaku di lapangan untuk Hiace adalah sebesar Rp 170.000, sedangkan tarif hasil perhitungan sebesar Rp 221.598,38 dan tarif yang ditetapkan oleh pemerintah adalah sebesar Rp 204.000. Jadi tarif yang ditetapkan di lapangan pada L300 lebih rendah 11,63% dari hasil perhitungan BOK dan Hiace tarif dilapangan juga lebih rendah 23,28% dari tarif hasil perhitungan BOK. Mengetahui tarif tersebut, perlu dilakukan penyesuaian harga agar operator tidak mengalami kerugian.

Takengon is a city located in Central Aceh, known for its famous tourist destinations such as Lake Laut Tawar, Gua Puteri Pukes, and Pantan Terong. Takengon tourism is the second most popular destination after Sabang (Aceh Tourism Agency, 2021). To reach this place, you can use private vehicles or public minibus transportation such as Hiace and L300. Currently, the public transportation fare from Banda Aceh City to Takengon is IDR 150,000 for L300 and IDR 170,000 for Hiace. These fares are lower than the rates set by the government, where the government's rate for L300 is IDR 153,000 and for Hiace is IDR 204,000. Some public transportation providers have not raised their fares for the Banda Aceh - Takengon route because the community is unable to afford it. Therefore, this research aims to determine the appropriate fare for transportation between Banda Aceh to Takengon based on Vehicle Operational Costs (VOC) and to determine whether the current fares are consistent with the analysis based on vehicle operating costs. The fare calculation uses the Directorate General of Land Transportation's 2002 standard, technical guidelines for public passenger transportation in urban areas with fixed and regular routes. The analysis results indicate that the current fares are lower than the fares calculated based on Vehicle Operational Costs (VOC) and government rates. The current field rates for L300 are IDR 150,000, while the calculated VOC rate is IDR 169.736,95 and the government rate is IDR 153,000. As for the Hiace, the field rate is IDR 170,000, while the calculated rate is IDR 221.598,38 and the government rate is IDR 204,000. So the rate set in the field at L300 is 11.63% lower than the BOK calculation results and Hiace's field rate is also 23.28% lower than the BOK calculation result.
