Terbitnya Peraturan Presiden Nomor 95 Tahun 2018 tentang Sistem Pemerintahan Berbasis Elektronik (SPBE) Berdasarkan kebijakan tersebut, seluruh instansi pemerintah wajib menerapkan SPBE, Penerapan SPBE ditujukan untuk mewujudkan proses kerja yang efektif dan efisien serta meningkatkan kualitas pelayanan publik terpadu dan menyeluruh untuk mencapai birokrasi dan pelayanan publik yang berkinerja tinggi. Namun dalam penerapannya masih terkendala oleh banyak faktor terutama masih banyaknya instansi pemerintahan di Kabupaten Gayo Lues belum menerapkan kebijakan tersebut. Tujuan penelitian ini adalah Untuk mengetahui upaya modernisasi pelayanan publik Kabupaten Gayo Lues dan hambatan yang dihadapi Pemerintah Kabupaten Gayo Lues dalam mendukung modernisasi layanan publik. Penelitian ini menggunakan pendekatan kualitatif yang bersifat deskriptif. Pengumpulan data dilakukan dengan wawancara dan dokumentasi. Teori yang digunakan adalah Teori pelayanan publik. Adapun Hasil penelitian menunjukkan bahwa upaya pemerintah Kabupaten Gayo Lues dalam mendukung modernisasi pelayanan publik dapat dilihat Dari Pengembangan Pembanggunan BTS, Pengembangan pada website data dan Aplikasi layanan publik, dan Pengembangan Sumber Daya Manusia seperti e-Pelatihan. Adapun faktor Hambatan yang dihadapi Pemerintah Kabupaten Gayo Lues dalam mendukung modernisasi layanan publik meliputi, Keterbatasan sumber daya manusia (SDM), Keterbatasan Sumber Daya Anggaran dan Keterbatasan Kelengkapan Sumber Daya Sarana Dan Prasarana serta Letak Geografis Yang Sulit Di Jangkau yang mengakibatkan pelayanan yang tidak maksimal. Dalam upaya pengembangan pelayanan publik masih belum maksimal di jalankan dalam memberikan pelayanan publik kepada masyarakat karena masih ada kendala yang di hadapi seperti masih banyak desa yang belum tercover jaringan dan website pemerintahan masih sebatas informasi bukan bentuk pelayanan publik kepada masyarakat

Issuance of Presidential Regulation Number 95 of 2018 concerning Electronic-Based Government Systems (SPBE). Based on this policy, all government agencies are required to implement SPBE. Implementation of SPBE is aimed at realizing effective and efficient work processes and improving the quality of integrated and comprehensive public services to achieve bureaucracy and service high performing public. However, its implementation is still hampered by many factors, especially the many government agencies in Gayo Lues Regency that have not implemented this policy. The aim of this research is to determine the efforts to modernize public services in Gayo Lues Regency and the obstacles faced by the Gayo Lues Regency Government in supporting the modernization of public services. This research uses a descriptive qualitative approach. Data collection was carried out by interviews and documentation. The theory used is public service theory. The results of the research show that the efforts of the Gayo Lues Regency government in supporting the modernization of public services can be seen from the development of BTS construction, development of data websites and public service applications, and development of human resources such as e-training. The obstacle factors faced by the Gayo Lues Regency Government in supporting the modernization of public services includes, Limited human resources, Limited Budget Resources and Limited Completeness of Facilities and Infrastructure Resources as well as Geographical Locations that are Difficult to Reach which result in services that are not optimal. Efforts to develop public services are still not being carried out optimally in providing public services to the community because there are still obstacles being faced, such as there are still many villages that are not yet covered by networks and government websites are still limited to information, not a form of public service to the community.
