Abstrak


Permintaan contract change order pada proyek pemerintah dibatasi dengan tidak adanya penambahan total harga kontrak sehingga apabila ada perintah penambahan pekerjaan harus juga ada pengurangan beberapa pekerjaan sehingga total harga kontrak bersifat tetap, hal itu menyebabkan kinerja kontraktor mengalami productivity loss dalam mencapai keberhasilan suatu proyek konstruksi sesuai dengan jadwal yang direncanakan salah satunya adalah proyek konstruksi di Kabupaten Aceh Timur. Tujuan penelitian ini adalah untuk mengetahui Faktor penyebab Contract Change Order dan dampaknya terhadap kinerja kontraktor pada proyek konstruksi di Aceh Timur. Data primer dikumpulkan melalui penyebaran kuesioner kepada30 orang sampel responden yang terdiri dari pengguna jasa, kontraktor pengawas maupun pelaksana sebagai responden. Metode pengolahan data statistic deskriptif yaitu analisis frekuensi index untuk faktor penyebab Contract Change Order dan tanggapan yang diterima dari responden dari pihak penyedia jasa dan pengguna jasa dan didapatkan 5 (lima) faktor dominan penyebab CCO yaitu buruknya koordinasi dokumen kontrak, tidak dilaksanakan survey awal (DED), Pengiriman material yang terlambat, kesalahan work breakdown structure yang dituangkan pada item pekerjaan di bill of quantity oleh konsultan perencana, dan kesalahan metode kerja kontraktor. Dan perhitugan severity index didapatkan 5 (lima) faktor CCO yang berdampak paling tinggi terhadap kinerja kontraktor yaitu terjadi pekerjaan tambah (rework), cacat dalam desain dan spesifikasi akibat kesalahan, tidak dilaksanakan survey awal (DED), kesalahan desain / gambar, dan Perbedaan volume yang cukup signifikan antara gambar.

Abstract The demand for contract change orders on government projects is limited by the absence of an increase in the total contract price so that if there is an order to add work, there must also be a reduction in some work so that the total contract price is fixed, it causes the contractor's performance to experience productivity loss in achieving the success of a construction project according to the planned schedule, one of which is a construction project in East Aceh Regency. The purpose of this study is to determine the causative factors of Contract Change Order and its impact on contractor performance in construction projects in East Aceh. Primary data was collected through the distribution of questionnaires to 30 sample respondents consisting of service users, supervisory contractors and implementers as respondents. The method of processing descriptive statistical data is the analysis of the frequency index for the factors causing the Contract Change Order and responses received from respondents from service providers and service users and obtained 5 (five) dominant factors causing CCO, namely poor coordination of contract documents, not carried out initial survey (DED), late material delivery, work break down structure errors outlined in work items on the bill of quantity by planning consultants, and errors in the contractor's working methods. And the severity index obtained 5 (five) CCO factors that have the highest impact on contractor performance, namely rework, defects in design and specifications due to errors, not carried out initial surveys (DED), design / drawing errors, and significant volume differences between drawings.
