Program Kartu Prakerja adalah program meningkatkan keterampilan karir dan kewirausahaan yang ditujukan bagi pencari kerja, buruh/pekerja yang terkena Pemutusan Hubungan Kerja (PHK) dan/atau buruh/pekerja yang membutuhkan peningkatan keterampilan, program ini dibuat oleh pemerintah untuk mengatasi dampak keterpurukan ekonomi dan menjaga daya beli masyarakat ketika Covid-19. Penelitian ini dilakukan guna menjawab tingkat Efektivitas Program Kartu Prakerja sendiri yang kerap dipertanyakan atas dasar peningkatan jumlah pengangguran di Kabupaten Pidie. Dengan menggunakan teori Efektivitas, konsep pengangguran dan Program Kartu Prakerja. Penelitian ini bertujuan untuk mengetahui dan menjelaskan tingkat Efektivitas Program Kartu Prakejra dalam menurunkan angka pengangguran di Kabupaten Pidie. Penelitian ini menggunakan pendekatan Kuantitatif dengan analisis kusioner menggunakan rumus frekuensi relatif dengan penentuan skor kriteria objektif terhadap 344 responden yang terbagi di beberapa Kecamatan Kabupaten Pidie. Hasil dari penelitian ini dinilai efektif dalam menurunkan angka pengangguran pasca pandemic covid-19 di Kabupaten Pidie. Hal ini terbukti dalam tanggapan responden yang menunjukkan nilai rata rata persentase efektivitasnya 58,34%, nilai ini berada di atas kriteria interval, 50% ≥ efektif. Meskipun secara tanggapan responden secara umum menyatakan bahwa efektif, namun masih terdapat beberapa permasalahan penting seperti status bekerja dan kemudahan dalam mendapatkan pekerjaan, kurangnya sosialisasi dari pemerintah setempat, orientasi masyarakat karena uang insentif yang diberikan, sertifikat yang tidak memudahkan mendapatkan pekerjaan, pelatihan yang tidak relevan di dunia kerja, dan tidak didampingi secara berkelanjutan dari pemerintah setelah mengikuti Program Kartu Prakerja. Maka dari itu diperlukannya pemantauan kepada masyarakat yang telah mengikuti Program Kartu Prakerja, dan membantu masyarakat agar lebih mudah mendapatkan Pekerjaan setelah mengikuti Program Kartu Prakerja.

The Pre-Employment Card Program is a program to improve career and entrepreneurial skills aimed at job seekers, workers/workers affected by Termination of Employment (PHK) and/or workers/workers who need skills improvement, this program was created by the government to overcome the impact of the economic downturn and maintain people's purchasing power during Covid-19. This research was conducted to answer the level of effectiveness of the Pre-Employment Card Program itself which is often questioned on the basis of an increase in the number of unemployed in Pidie Regency. By using the theory of effectiveness, the concept of unemployment and the Pre-Employment Card Program. This study aims to determine and explain the level of effectiveness of the Pre-Employment Card Program in reducing unemployment in Pidie Regency. This study uses a quantitative approach with a questionnaire analysis using the relative frequency formula by determining objective criteria scores for 344 respondents who are divided in several sub-districts of Pidie Regency. The results of this study were considered effective in reducing the unemployment rate after the Covid-19 pandemic in Pidie Regency. This is evident in the respondents' responses which show that the average percentage of effectiveness is 58.34%, this value is above the interval criterion, 50% ≥ effective. Even though respondents generally stated that it was effective, there were still a number of important problems such as working status and ease of getting a job, lack of socialization from the local government, community orientation because of the incentive money given, certificates that did not make it easy to get a job, training that was not relevant in the world of work, and are not assisted on an ongoing basis from the government after participating in the Pre-Employment Card Program. Therefore, it is necessary to monitor the people who have participated in the Pre-Employment Card Program, and help the community to get jobs more easily after participating in the Pre-Employment Card Program.
