ABSTRAK
Pandemi Covid-19 berdampak terhadap ekonomi dan berpengaruh bagi tingkat kesejahteraan masyarakat. Hal ini disebabkan karena adanya pembatasan kegiatan masyarakat yang menurunkan pertumbuhan ekonomi dan menyebabkan banyak masyarakat kehilangan pekerjaan sehingga berpotensi meningkatkan jumlah masyarakat miskin. Untuk melindungi masyarakat miskin dan rentan dari dampak pandemi Covid-19 pemerintah telah merancang beberapa program jaminan perlindungan sosial salah satunya program Bantuan Langsung Tunai (BLT) yang bersumber dari dana gampong. Kebijakan penyaluran BLT di setiap desa berbeda-beda, oleh karena itu implementasi kebijakan penyaluran BLT menimbulkan pro kontra di masyarakat. Penelitian ini bertujuan untuk mengetahui bagaimana implementasi kebijakan dan bagaimana dampak implementasi kebijakan penyaluran BLT di gampong Tuwi Kareung Kecamatan Panga Kabupaten Aceh Jaya tahun 2021. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan deskriptif analitis. Hasil penelitian menunjukkan bahwa Implementasi Kebijakan Penyaluran BLT di gampong Tuwi Kareung Kecamatan Panga Kabupaten Aceh Jaya Tahun 2021, pertama Pendataan penerima BLT, dilakukan dengan cara membuat musyawarah dan sosialisasi langsung kemasayarakat, Kedua, sikap aparatur gampong, Aparatur Gampong tuwi Kareung mengambil sikap yang sangat baik terkait kebijakan BLT tersebut. Ketiga, pelaksana yang ideal, Gampong tuwi kareung memiliki pelaksana yang ideal yang bertugas melakukan penyaluran BLT. Keempat, progam BLT dilakukan Sesuai SOP. Dan diketahui BLT memberikan dampak yang baik bagi masyarakat, dapat membantu masyarakat kurang mampu, namun program ini tidak dapat meningkatkan kualitas hidup masyarakat penerimanya.

ABSTRACT The Covid-19 pandemic has had an impact on the economy and affects the level of people's welfare. This is due to restrictions on community activities which reduce economic growth and cause many people to lose their jobs so it has the potential to increase the number of poor people. To protect the poor and vulnerable from the impact of the Covid-19 pandemic, the government has designed several social protection insurance programs, one of which is the Direct Cash Assistance (BLT) program, which originates from village funds. The BLT distribution policy in each village was different, therefore the implementation of the BLT distribution policy raised pros and cons in the community. This study aims to find out how the policy is implemented and what is the impact of implementing the BLT distribution policy in Tuwi Kareung Village, Panga District, Aceh Jaya Regency in 2021. The method used in this research is a qualitative method with an analytical descriptive approach. The results showed that the Implementation of the BLT Distribution Policy in Tuwi Kareung Village, Panga District, Aceh Jaya Regency in 2021, firstly, the collection of data on BLT recipients was carried out by holding deliberations and direct outreach to the community. Second, the attitude of the village apparatus, Tuwi Kareung village officials took a very good attitude related to the BLT policy. Third, the ideal implementer, Tuwi Kareung Village has an ideal executor who is tasked with distributing BLT. Fourth, the BLT program is carried out according to Standard Operating Procedures (SOP). And it is known that BLT has a good impact on the community, and can help underprivileged people, but this program cannot improve the quality of life of the recipient community.
