Sekretariat Daerah Aceh merupakan unsur pembantu Pemerintah yang salah satu tugasnya adalah melakukan Evaluasi SOP. Evaluasi Standar Operasional Prosedur (SOP) Peta Proses Bisnis Instansi Pemerintah Aceh merupakan salah satu unsur yang menjadi faktor penting dalam mencapai keberhasilan reformasi birokrasi dengan cara mempermudah kinerja serta tata kelola Pemerintah Aceh. Namun dalam pelaksanaannya Sekretariat Daerah Aceh belum melakukan evaluasi Standar Operasional Prosedur (SOP) Peta Proses Bisnis Instansi Pemerintah Aceh. Hal ini dibuktikan dengan hasil pemeriksaan oleh Inspektorat Daerah Aceh yang membuktikan bahwa Sekretariat Daerah Aceh belum melakukan evaluasi Standar Operasional Prosedur (SOP) Peta Proses Bisnis Instansi Pemerintah Aceh. Penelitian ini bertujuan untuk mengetahui penyebab serta hambatan Sekretariat Daerah Aceh sehingga tidak melakukan evaluasi Standar Operasional Prosedur (SOP) Peta Proses Bisnis Instansi Pemerintah Aceh. Teori yang digunakan adalah teori evaluasi kebijakan James E. Anderson dan Teori Reformasi Birokrasi Sedarmayanti. Penelitian ini menggunakan metode kualitatif dengan menggunakan pengumpulan data primer dan data sekunder. Hasil Penelitian menunjukkan terdapat penyebab sehingga Sekretariat Daerah Aceh tidak melakukan evaluasi Standar Operasional Prosedur (SOP) Peta Proses Bisnis Instansi Pemerintah Aceh yaitu pertama perilaku ASN yang belum profesional, kedua tahap evaluasi tidak dilakukan berdasarkan Undang- undang, ketiga Mutasi jabatan pejabat Sekretariat Daerah Aceh dan keempat tidak adanya pemberian penghargaan atau sanksi. Kemudian terdapat hambatan sehingga Sekretariat Daerah Aceh tidak melakukan evaluasi Standar Operasional Prosedur (SOP) Peta Proses Bisnis Instansi Pemerintah Aceh yaitu pertama Satuan Kerja Perangkat Aceh (SKPA) yang belum menyelesaikan peta proses bisnis instansi pemerintah, kedua Sumber Daya Manusia (SDM) terbatas dan ketiga Pemerintah pusat tidak memberikan contoh konkrit tata cara penyusunan peta proses. Disarankan Sekretariat Daerah Aceh, Satuan Kerja Perangkat Aceh (SKPA) serta Pemerintah Pusat agar dapat menyegerakan evaluasi Standar Operasional Prosedur (SOP) Peta Proses Bisnis Instansi Pemerintah Aceh agar tercapai reformasi birokrasi yang bersih dan akuntabel.

However, the Aceh Regional Secretariat has yet to conduct an evaluation of the SOPs within the Aceh Government Agency Business Process Map, as confirmed by an inspection conducted by the Aceh Regional Inspectorate. This study aims to identify the causes and obstacles that have hindered the Aceh Regional Secretariat's evaluation of the SOPs within the Aceh Government Agency Business Process Map. James Anderson's policy evaluation theory serves as the theoretical framework for this research. Qualitative research methods were employed, involving primary and secondary data collection. The findings reveal several factors contributing to the Aceh Regional Secretariat's inability to evaluate the SOPs within the Aceh Government Agency Business Process Map. These factors include unprofessional behavior among state civil servants (ASN), non-compliance with legal provisions during the evaluation stage, transfers of officials within the Aceh Regional Secretariat, and the absence of rewards or sanctions aligned with the rule of law. Additionally, there are notable obstacles impeding the evaluation process, namely the incomplete government agencies' business process maps within the Aceh Government Work Unit (SKPA), limited human resources, and the lack of concrete examples of procedures provided by the central government for preparing government agency business process maps. To expedite the evaluation of the SOPs within the Aceh Government Agency Business Process Map and achieve a successful and accountable bureaucratic reform, it is recommended that the Aceh Regional Secretariat, Aceh Government Work Unit (SKPA), and the Central Government collaborate and take prompt action.
