Peningkatan jumlah penduduk dan jumlah kendaraan bermotor yang tidak didukung oleh prasarana yang memadai dan perkembangan angkutan umum yang kurang baik menjadi salah satu faktor penyebab terjadinya kemacetan. Hal demikian yang terjadi pada ruas jalan Teuku Iskandar Kota Banda Aceh yaitu pada segmen jalan Beurawe menuju simpang BPKP. Jalan ini bertipe 2 lajur 2 arah tak terbagi (2/2 UD) dengan panjang jalan 3,802 kilometer dan lebar badan jalan 7,8 meter dengan lebar bahu efektif 0,4 meter. Menurut peraturan pemerintah no 34 tahun 2006 Jalan ini termasuk kedalam Jalan Lokal Primer dikarenakan masuk beberapa persyaratan yaitu kecepatan minimal 30 km/jam dengan lebar jalan 7,5m. Tujuan penelitian ini adalah untuk menganalisis kinerja jalan Teuku Iskandar pada saat ini dan 5 tahun yang akan datang dengan menggunakan metode PKJI 2014. Hasil penelitian Jalan Teuku Iskandar pada tahun 2023 mendapatkan hasil arus lalu lintas sebesar 1978,45 skr/jam dengan kapasitas 2379,90 skr/jam dan mendapatkan hasil DJ 0,83 maka dari itu untuk Q/C masih dapat ditolelir, sedangkan pada Tahun 2028 mendapatkan hasil arus lalu lintas setelah di proyeksikan sebesar 2504,68 skr/jam dengan kapasitas sama seperti pada tahun 2023 sebesar 2379,90 skr/jam dan mendapatkan hasil DJ 1,05 maka dari itu untuk Q diatas kapasitas, dari hasil pada tahun 2028 dapat disimpulkan bahwa Jalan ini sudah melewati batas ketentuan Rasio Volume Kapasitas (RVK) untuk jalan lokal dan lingkungan sebesar ≤ 0,9.

This is what happens on the Teuku Iskandar road in Banda Aceh City, namely on the Beurawe road segment to the BPKP intersection. This road is a 2-lane 2-way undivided type (2/2 UD) with a road length of 3.802 kilometers and a road body width of 7.8 meters with an effective shoulder width of 0.4 meters. According to government regulation no 34 of 2006, this road is included in the Primary Local Road because it includes several requirements, namely a minimum speed of 30 km / h with a road width of 7.5m. The purpose of this research is to analyze the performance of Teuku Iskandar road at present and 5 years in the future using the PKJI 2014 method. The results of the Teuku Iskandar Road research in 2023 obtained traffic flow results of 1978.45 skr / hour with a capacity of 2379.90 skr / hour and obtained a DJ result of 0.83, therefore for Q / C can still be tolerated, while in 2028 the results of traffic flow after being projected at 2504, 68 skr / hour with the same capacity as in 2023 of 2379.90 skr / hour and get the result DJ 1.05 therefore for Q above capacity, from the results in 2028 it can be concluded that this road has exceeded the limit of the provisions of the Capacity Volume Ratio (RVK) for local and neighborhood roads of ≤ 0.9.
