Penertiban pedagang kaki lima merupakan sebuah program pemerintah yang
bertujuan untuk mengatasi permasalahan kesejahteraan dan keteraturan kota.
Namun, implementasi kebijakan ini tidak selalu berjalan dengan lancar dan
seringkali menimbulkan permasalahan. Penelitian ini bertujuan untuk mengetahui
implementasi kebijakan penertiban Pedagang Kaki Lima (PKL) di Jembatan
Penghubung Ulee Lheue – Gampong Jawa dan faktor apa saja yang menghambat
dalam implementasi kebijakan penertiban Pedagang Kaki Lima (PKL) di Jembatan
Penghubung Ulee Lheue – Gampong Jawa. Penelitian ini menggunakan teori
implementasi kebijakan, Jenis penelitian yang digunakan yaitu jenis penelitian
deskriptif kualitatif yang melibatkan beberapa informan seperti pedagang, petugas
penertiban, dan pihak terkait lainnya.Teknik pengumpulan data yang digunakan
dalam penelitian ini adalah Observasi, Wawancara dan Dokumentasi. Berdasarkan
hasil penelitian yang dilakukan, dalam pelaksanaan implementasi kebijakan
penertiban Pedagang Kaki Lima (PKL) di Jembatan Penghubung Ulee Lheue –
Gampong Jawa pemerintah sudah menjalankan tugasnya seperti melakukan
sosialisasi terkait kebijakan penertiban, tetapi implementasi tersebut tidak berjalan
dengan baik karena sampai saat ini PKL masih tetap saja berjualan di area tersebut.
Adapun hambatan yang pemerintah dapatkan ketika menerapkan kebijakan ini
antara lain adanya rasa kemanusian oleh satpol PP dalam menjalankan tugasnya,
terbatasnya jumlah staff petugas Satpol PP, dan juga tidak adanya kepeduliaan para
PKL untuk menaati aturan yang sudah dibuat oleh pemerintah.

A government initiative to regulate street vendors aims to address difficulties with welfare and urban peace. Yet, problems are frequently caused and the application of this strategy is not always successful. This research aims to determine the implementation of the policy of controlling street vendors (PKL) at the Ulee Lheue –Gampong Jawa Connecting Bridge and What factors are hindering the implementation of street vendor controlling policy at Ulee Lheue - Gampong Jawa Connecting Bridge. This studyuses the theory of policy implementation, The research method used is descriptive qualitative that involves several informants such as street vendors, enforcement officers, and other relevant parties. The data collection techniques used in this study are observation, interviews, and documentation. The results of the study show that the government has completed its duties, such as conducting socialization related to enforcement policies. However, this implementation has not gone well because the street vendors are still only selling in the area as of now. The obstacles that the government encountered when implementing this policy included the civil service police unit sense of humanity in carrying out their duties, the limited number of civil service police unit, and also the lack of concern for street vendors to comply with the rules made by the government.
