ABSTRAK

Pada prinsipnya hak interpelasi merupakan hak mutlak yang dimiliki oleh setiap lembaga Legislatif, dimana dalam hal ini penggunaan hak interpelasi biasanya terjadi jika ada kebijakan yang dianggap oleh Legislatif bermasalah sehingga mengharuskan Eksekutif menjelaskannya. Di Aceh, DPRA selama masa pemerintahan Irwandi – Nova telah mengajukan sedikitnya sembilan kali interpelasi, ini menunjukkan bahwa ada polemik politik yang terjadi antara Eksekutif dan Legislatif. Oleh karena itu, penelitian ini bertujuan untuk mengetahui penyebab penggunaan hak interpelasi oleh DPRA terhadap Gubernur Aceh dan untuk mengetahui penyelesaian terhadap hak interpelasi DPRA terhadap Gubernur Aceh. Untuk menganalisis permasalahan tersebut, penelitian ini menggunakan teori tentang lembaga legislatif yang dikombinasikan dengan konsep anggaran. Adapun pendekatan penelitian yang dilakukan menggunakan metode kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa penyebab penggunaan hak interpelasi oleh DPRA terhadap Gubernur Aceh adalah a) kurangnya komunikasi dari Gubernur Aceh terhadap DPRA; b) buruknya tata kelola pemerintahan; c) dianggap melanggar aturan dan d) tarik ulur kepentingan. Sedangkan untuk penyelesaian terhadap hak interpelasi DPRA terhadap Gubernur Aceh adalah a) Gubernur menjawab pertanyaan DPRA; b) fokus pada aturan dasar anggaran dan RPJM.

ABSTRACT In principle, the right of interpellation is an absolute right owned by every Legislative institution, where in this case the use of the right of interpellation usually occurs if there is a policy that the Legislature considers problematic so that it requires the Executive to explain it. In Aceh, the DPRA during the reign of Irwandi – Nova has proposed at least nine interpellations, this shows that there is a political polemic between the Executive and the Legislative. Therefore, this study aims to determine the cause of the use of the DPRA's interpellation right against the Aceh Governor and to find out the resolution of the DPRA's interpellation right to the Aceh Governor. To analyze these problems, this study uses the theory of the legislature combined with the concept of the budget. The research approach is using descriptive qualitative methods. The results of this study indicate that the causes of the use of the right of interpellation by the DPRA against the Governor of Aceh are a) the lack of communication from the Governor of Aceh to the DPRA; b) poor governance; c) deemed to have violated the rules and d) tug of war interests. As for the settlement of the DPRA's interpellation rights against the Aceh Governor, a) the Governor answers questions from the DPRA; b) focus on basic budget and RPJM.
