ABSTRAK

Pandemi Covid-19 yang melanda dunia, membuat setiap negara harus
mengeluarkan kebijakan-kebijakan yang mampu melindungi negaranya sendiri.
Dari Langkah-langkah kebijakan yang dilakukan di setiap negara, Indonesia
mengeluarkan PP No. 23 tahun 2020 tentang Pelaksanaan Program Pemulihan
Ekonomi Nasional dalam Rangka mendukung Kebijakan Keuangan Negara untuk
penanganan Pandemi Corona Virus Disease 2019 (Covid-19), terkhusus di
mengenai pemberian bantuan alat kerja UMKM. Penelitian ini bertujuannya
adalah untuk mengetahui implementasi kebijakan pemerintah Banda Aceh dalam
pemberian bantuan alat kerja UMKM di masa pandemu dan megetahui kendala
dari implementasi kebijakan tersebut. Teori yang digunakan dalam penelitian ini
yakni model kesesuaian implementasi Korten dan konsep kepemimpinan Rivai.
Penelitian ini menggunakan metode kualitatif desktiptif. Hasil penelitian
menunjukkan bahwa pertama, proses kebijakan dari PERWALI No.98 sudah
bena-benar mengimplementasikan praktik kebijakan dengan baik. Kedua,
implementasi kebijakan sudah dirumusakan dengan kooperatif oleh beberapa
pihak dinas terkait, seperti Diskopukmdag, DPM-PTSP, dan BPKP Aceh. Ketiga,
kesesuaian program dengan kelompok sasaran yaitu penerima bantuan tidak
memusatkan pihak penerima bantuan alat kerja. Keempat, kesesuaian program
dengan kemampuan organisasi pelaksana yaitu Diskopukmdag sudah berjalan
melalui proses perencanaan aturna yang berlaku. Kelima, kesesuaian output
program tidak tepat sasaran dan gagal membantu secara efesien pemilik bisnis
UMKM. Kesimpulan penelitian ini menunjukkan bahwa implementasi kebijakan
sudah berjalan dengan semestinya berdasarkan aturan-aturan yang berlaku,
sementara kendala yang dihadapi pemerintah yakni kurangnya transparansi dari
organisasi pelaksana yaitu dinas terkait. Dengan demikian, penelitian ini
diharapkan dapat memberikan masukan bagi pemerintah yang ada di Aceh untuk
mengikuti kebijakan yang mampu menumbuhkan perekonomian masyarakat.

ABSTRACT The Covid-19 pandemic that has hit the world has forced every country to issue policies that are able to protect its own country. From the policy steps taken in each country, Indonesia issued PP no. 23 of 2020 concerning the Implementation of the National Economic Recovery Program in order to support the State Financial Policy for the handling of the 2019 Corona Virus Disease (Covid-19) Pandemic, especially regarding the provision of assistance for MSME work tools. This study aims to determine the Banda Aceh government's policy in providing assistance for MSME work tools during the Pandemu period and to find out the obstacles to implementing the policy. The theory used in this research is the conformity model of Korten's implementation and Rivai's leadership concept. This research uses descriptive qualitative method. The results of the study show that first, the policy process of PERWALI No. 98 has really implemented policy practices well. Second, the implementation of the policy has been formulated cooperatively by several relevant agencies, such as Diskopukmdag, DPM-PTSP, and BPKP Aceh. Third, the suitability of the program with the target group, namely the recipient of the assistance does not compel the recipient of the work tool assistance. Fourth, the suitability of the program with the capacity of the implementing organization, namely Diskopukmdag, has gone through the planning process of the applicable regulations. Fifth, the suitability of the program output is not right on target and fails to efficiently assist MSME business owners. The conclusion of this study shows that the implementation of the policy has been running properly based on the applicable rules, while the obstacle faced by the government is the lack of transparency from the implementing organization, namely the relevant agency. Thus, this research is expected to provide input for the government in Aceh to follow policies that are able to grow the community's economy. Keywords : Government of Banda Aceh City, Policy, UMKM.
