Peraturan Gubernur (pergub) No. 49 Tahun 2016 tentang Pemberian Air Susu Ibu (ASI) Eksklusif disahkan oleh Gubenur Aceh bapak Dr. H. Zaini Abdullah dengan pemberian cuti melahirkan selama 6 bulan bagi para pegawai negeri sipil (PNS), tenaga honorer/kontrak perempuan. Namun yang terjadi penerapan implementasi qanun ini tidak berjalan maksimal hanya satu orang saja yang mengikuti sesuai ketentuan pergub tersebut. Tujuan penelitian untuk mengetahui proses implementasi pergub No. 49 Tahun 2016 tentang pemberian ASI Eksklusif, untuk mengetahui kendala yang dihadapi dalam proses pengimplementasian pergub No. 49 Tahun 2016. Penelitian menggunakan teori kebijakan publik. Sedangkan metode pendekatan dalam penelitian ini menggunakan pendekatan kualitatif deskriptif, dan data dikoleksi melalui wawancara dan dokumentasi. Hasil penelitian menujukkan bahwasanya impelementasi Pergub No.49 tahun 2016, sudah berjalan lima tahun, hanya satu pegawai saja yang mengajukan proses cuti melalui Pergub No. 49 tahun 2016 dalam cuti melahirkan, pengaruh yang dari impelementasi Pergub tidak memiliki pengaruh secara signifikan sehingga pegawai instansi tidak mempergunakan Pergub sebagai aturan cuti melahirkan dan menyusui. Adapun kendala dalam implementasi pergub para pegawai mengajukan cuti melahirkan dan menyusui berpedoman dengan PP No. 11 Tahun 2017, selain itu masih lemahnya koordinasi antara instasi yang belum berjalan. Kesimpulan implementasi Pergub No. 49 Tahun 2016 sudah berjalan lima tahun akan tetapi selama penerapan pergub hanya satu orang saja yang menerima cuti dengan diterapkannya Pergub No. 49 Tahun 2016 sehingga pelaksanaan Pergub belum berjalan baik. Terkait kendala para pegawai menggunakan PP No. 11 Tahun 2017 sebagai acuan yang akan cuti melahirkan dan menyusui sehingga penggunaan Pergub tidak menjadi suatu keharusan untuk diikuti. Maka perlu diupayakan dan meminimalisir kendala implementasi agar sasaran kebijakan itu bejalan baik. Pemerintah Aceh harus lebih menekankan pelaksanaan Pergub No.49 Tahun 2016 berjalan sesuai aturan dan perlu mengintruksikan ke semua intansi agar pelaksanaan dapat terjalankan.

Governor Regulation (Pergub) No. 49 of 2016 concerning Exclusive Breastfeeding (ASI) was ratified by the Governor of Aceh, Mr. Dr. H. Zaini Abdullah by granting maternity leave for 6 months for civil servants (PNS), female honorary/contracted workers. However, what happened was that the implementation of this qanun did not run maximally, only one person followed the gubernatorial regulation. The purpose of the study was to determine the process of implementing Governor Regulation No. 49 of 2016 concerning Exclusive Breastfeeding, to find out the obstacles faced in the process of implementing Gubernatorial Regulation No. 49 of 2016. The research uses public policy theory. While the approach method in this study used a descriptive qualitative approach, and data was collected through interviews and documentation. The results of the study show that the implementation process of Gubernatorial Regulation No. 49 of 2016, has been running for five years, only one employee has submitted a leave process through Governor Regulation No. 49 of 2016 on maternity leave, the effect of the implementation of the Governor's Regulation does not have a significant effect so that agency employees do not use the Governor's Regulation as a rule for maternity and breastfeeding leave. The obstacles in implementing the governor's regulation are employees applying for maternity leave and breastfeeding based on PP No. 11 of 2017, in addition to that, there is still weak coordination between agencies that has not yet been implemented. Conclusion of the implementation of Governor Regulation No. 49 of 2016 has been running for five years but during the implementation of the governor's regulation only one person received leave with the implementation of the governor's regulation no. 49 of 2016 so that the implementation of the Governor Regulation has not gone well. Regarding the obstacles for employees to use PP No. 11 of 2017 as a reference for maternity and breastfeeding leave so that the use of the Governor Regulation does not become a necessity to be followed. So it is necessary to strive and minimize implementation constraints so that the policy objectives run well. The Aceh government should put more emphasis on the implementation of Pergub No.49 of 2016 running according to the rules and need to instruct all agencies so that the implementation can be carried out.
