Terminal Bireuen adalah Terminal Tipe B yang berlokasi di Desa Geulumpang Payong, Kecamatan Jeumpa, Kabupaten Bireuen. Keberadaan Terminal Bireuen ini belum difungsikan secara optimal, karena kurangnya aktivitas yang terjadi di lingkungan terminal. Selain itu, masih adanya terminal bayangan juga menjadi salah satu penyebab sepinya aktivitas di terminal. Penelitian ini dilaksanakan dengan melakukan observasi secara langsung di lokasi penelitian dan juga membagikan kuesioner kepada informan penelitian yang terdiri dari Dinas Perhubungan Provinsi Aceh serta Organda dan DPRK Bireuen. Pemilihan informan (key person) menggunakan teknik purposive sampling. Analisis data menggunakan metode Analisis Hierarki Proses (AHP) dengan kriteria yaitu: tingkat pelayanan jalan, aksessibilitas, fasilitas dan manajemen terminal, kenyamanan lingkungan serta keamanan lingkungan. Hasil analisis menunjukkan bahwa Terminal Bireuen Belum memenuhi persyaratan sebagai Terminal Tipe B. Faktor utama yang mempengaruhi tidak berfungsinya Terminal Bireuen diperoleh dari kriteria aksessibilitas dengan nilai bobot 0,327, kriteria fasilitas dan manajemen terminal dengan nilai bobot 0,307, kriteria tingkat pelayanan jalan dengan nilai bobot 0,157, kriteria keamanan lingkungan dengan nilai bobot 0,113 dan kriteria kenyamanan lingkungan dengan nilai bobot 0,100. Alternatif yang perlu dioptimalkan sehingga Terminal Bireuen berfungsi kembali, yaitu dengan peningkatan luasan fasilitas dan pelayanan terminal serta peningkatan akses menuju terminal dengan penyediaan feeder, peningkatan fasilitas dengan melakukan revitalisasi, peningkatan tingkat pelayanan jalan dengan penyediaan rambu lalu lintas dan marka jalan, peningkatan keamanan lingkungan dengan menambahkan petugas keamanan dan peningkatan kenyamanan lingkungan dengan pengembangan rest area berkonsep penghijauan.

Bireuen Terminal is a Type B Terminal located in Geulumpang Payong Village, Jeumpa District, Bireuen Regency. The existence of the Bireuen Terminal has not been functioned optimally, due to the lack of activity that occurs in the terminal environment. In addition, the presence of a shadow terminal is also one of the causes of the lack of activity in the terminal. This research was carried out by making direct observations at the research site and also distributing questionnaires to research informants consisting of the Aceh Provincial Transportation Office as well as Organda and DPRK Bireuen. Selection of informants (key persons) using purposive sampling techniques. Data analysis uses the Process Hierarchy Analysis (AHP) method with criteria, namely: road service level, accessibility, terminal facilities and management, environmental comfort and environmental safety. The results of the analysis show that the Bireuen Terminal has not met the requirements as a Type B Terminal. The main factors affecting the malfunctioning of the Bireuen Terminal were obtained from the accessibility criterion with a weight value of 0.327, the facility and terminal management criteria with a weight value of 0.307, the road service level criterion with a weight value of 0.157, the environmental safety criterion with a weight value of 0.113 and the environmental comfort criterion with a weight value of 0.100. Alternatives that need to be optimized so that the Bireuen Terminal functions again, namely by increasing the area of facilities and terminal services as well as increasing access to the terminal by providing feeders, improving facilities by revitalizing, increasing the level of road services by providing traffic signs and road markings, improving environmental safety by adding security officers and improving environmental comfort with the development of rest area with a greening concept.
