ABSTRAK
Pemerintah adalah salah satu lembaga yang tidak bisa lepas hubungannya dengan masyarakat dengan tugas melayani masyarakat. Untuk melayani masyarakat tentu tidak terlepas dari peran komunikasi. Salah satu bidang pemerintah yang dapat menciptakan hubungan yang harmonis saling pengertian dan saling mendukung pembangunan adalah bidang hubungan masyarakat (Humas).Tujuan dari penelitian ini adalah untuk mengetahui kedudukan dan implementasi tugas pokok dan fungsi humas dalam mewujudkan visi dan misi di Kantor Sekretariat Daerah Kabupaten Karo. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan wawancara mendalam menggunakan teori SWOT. Informan yang digunakan dalam penelitian ini berjumlah 4 orang. Hasil dari penelitian ini menunjukkan bahwa kedudukan tupoksi harus dijalankan dengan baik dan harus sangat diperhatikan guna mewujudkan visi dan misi Sekretariat Daerah Kabupaten Karo dapat tercapai. Dalam hal implementasi tupoksi humas selama ini belum sepenuhnya terlaksana secara maksimal dikarenakan adanya keterbatasan dalam melaksanakan tupoksinya. Berdasarkan teori analisis SWOT diketahui bahwa keterkaitan antara teori dengan hasil penelitian berpengaruh sangat besar. Dimana kelebihan terletak pada hubungan antara pegawai terjalin dengan baik, sehingga sesama pegawai saling bisa bekerjasama menyelesaikan pekerjaan dan kelemahan terletak dengan kekurangan tenaga kerja yang memahami PR atau lulusan humas dan kekurangan tenaga ahli yang ahli pada pengelolaan website dan sosial media sehingga peluang di-era modern sekarang penggunaan sosial media dalam penyebaran informasi memiliki peranan yang sangat penting ketersediaan fasilitas yang ada seharusnya dapat mendukung pihak humas menjalankan tugasnya dengan baik. sehingga dapat mencegah ancaman penyebaran informasi bohong atau berita palsu yang mudah tersebar melalui media massa

ABSTRACT The government is an institution that cannot be separated from its relationship with the community with the task of serving the community. To serve the community is certainly inseparable from the role of communication. One of the areas of government that can create a harmonious relationship of mutual understanding and mutual support for development is the field of public relations (Humas). The purpose of this research is to determine the position and implementation of the main tasks and functions of Public Relations in realizing the Vision and Mission at the Karo Regency Regional Secretariat Office. . The method used in this study is a qualitative method with in-depth interviews using SWOT theory. The informants used in this study amounted to 4 people. The results of this study indicate that the position of tupoksi must be carried out properly and must be paid attention to in order to realize the vision and mission of the Karo Regency Regional Secretariat can be achieved. In terms of the implementation of the main functions of public relations so far, it has not been fully implemented optimally due to limitations in carrying out its main functions. Based on the theory of SWOT analysis, it is known that the relationship between theory and research results has a very large effect. Where the advantage lies in the relationship between employees is well established, so that fellow employees can work together to complete the work and the weakness lies in the shortage of workers who understand PR or PR graduates and the shortage of experts who are experts in managing websites and social media so that opportunities in the modern era now the use of social media in disseminating information has a very important role. Availability of existing facilities should be able to support public relations in carrying out their duties properly.
