Pada Tahun 2016 Presiden Joko Widodo mengeluarkan Peraturan Presiden Nomor 87 Tahun 2016 tentang Satuan Tugas Sapu Bersih Pungutan Liar. Perpres tersebut didukung dengan surat ederan Menteri Pendayagunaan Aparatur Negara Reformasi Birokrasi Nomor 5 Tahun 2016 tentang pemberantasan praktek pungli dalam pelaksanaan tugas dan fungsi instansi pemerintah. Pembentukan Satuan Tugas Sapu Bersih Pungutan liar merupakan langkah tegas dan nyata dari pemerintah dalam memulihkan kepercayaan publik, memberikan keadilan, dan juga kepastian hukum. Namun dalam pelaksaannya semua hal tersebut belum seutuhnya mampu dilaksanakan oleh Tim Saber Pungli Kabupaten Pidie. Tujuan penelitian ini adalah Untuk mengetahui Kinerja Unit Pemberantasan Pungutan Liar Saber Pungli dalam menanggulangi praktik pungutan liar di Kabupaten Pidie. Metode yang digunakan adalah moteda kualitatif yang bersifat deskriptif dengan menggambarkan hasil analisis data yang diperoleh dari Unit Pemberantasan Pungutan Liar Saber Pungli Kabupaten Pidie yang memberikan gambaran dan penjelasan yang tepat mengenai masalah yang dihadapi. Kabupaten Pidie telah membentuk Satgas Saber Pungli yang melaksanakan empat fungsi yaitu intelijen, pencegahan, penindakan, dan yustisi. Hasil pelaksanaan setiap fungsi meliputi kegiatan penyelidikan, kegiatan sosialisasi anti pungli, kegiatan operasi tangkap tangan dan pemberian sanksi kepada pelaku pungutan liar. Hasil penelitian menunjukkan bahwa kinerja Tim Saber dalam melaksanakan tugas sudah dilakukan dengan baik, para anggota menunjukkan sikap loyalitas yang tinggi terhadap pekerjaan yang mereka emban serta telah melakukan tugasnya sesuai dengan aturan yang ada, akan tetapi dalam hal kepuasan masyarakat atas kinerja yang ditunjukkan oleh Tim Saber Pungli masih kurang, hal ini karena masyarakat menilai bahwa Tim Saber masih kurang dalam melakukan patroli secara rutin di lokasi rawan terjadi pungli. Dengan ini Tim Saber diharapkan lebih sering melakukan sosialisasi kepada masyarakat secara menyeluruh dan segala golongan. Selain sosialisasi kepada Tim Saber Pungli juga diharapkan untuk melakukan patroli rutin ke titik-titik rawan terjadi praktik pungli.

In 2016 President Joko Widodo issued Presidential Regulation Number 87 of 2016 concerning the Illegal Charges Sweeping Task Force. The Presidential Regulation is supported by a circular letter from the Minister of Administrative Reform Bureaucratic Reform Number 5 of 2016 concerning the eradication of extortion practices in carrying out the duties and functions of government agencies. The establishment of the Sweeping Clean Charges Task Force is a firm and concrete step from the government in restoring public trust, providing justice, and also legal certainty. However, in its implementation, all of these things have not been fully carried out by the Pidie Regency Saber Extortion Team. The purpose of this study was to determine the performance of the Saber Pungli Illegal Charges Eradication Unit in tackling the practice of illegal levies in Pidie Regency. The method used is descriptive qualitative method by describing the results of data analysis obtained from the Unit for the Eradication of Illegal Charges Saber Pungli, Pidie Regency which provides an accurate description and explanation of the problems encountered. Pidie District has formed the Saber Pungli Task Force which carries out four functions, namely intelligence, prevention, prosecution, and justice. The results of the implementation of each function include investigation activities, anti-extortion socialization activities, hand-catching operations and sanctions for perpetrators of illegal levies. The results showed that the Saber Team's performance in carrying out their duties had been done well, the members showed a high attitude of loyalty to the work they carried out and had carried out their duties in accordance with the existing rules, However, in terms of community satisfaction with the performance shown by the Saber Extortion Team, this is still lacking, this is because the community considers that the Saber Team is still lacking in conducting routine patrols in locations prone to extortion. With this, the Saber Team is expected to carry out socialization more often to the community as a whole and to all groups. In addition to socializing the Saber Extortion Team, it is also expected to carry out routine patrols to points prone to extortion practices. Keywords: Performance, Saber Extortion, Illegal Charges
