ABSTRAK
Kebijakan Pemerintah provinsi Aceh melalui Program “Aceh Carong” telah berkomitmen untuk memproritaskan peningkatan kualitas sumber daya manusia di provinsi Aceh. Untuk mendukung provinsi Aceh yang lebih sejahtera telah dimulai sejak tahun 2017-2022. Dalam implementasi dan realisasi kebijakanya, ditemui beragam masalah baik dari rekrutmen penyaluran sampai kepada pemanfaatan beasiswa Aceh Carong. Tujuan penelitian ini adalah untuk mengetahui implementasi dan realisasi kebijakan pemerintah Aceh dalam meningkatkan kualitas pendidikan mahasiwa di Universitas Syiah Kuala. Penelitian ini menggunakan teori implementasi kebijakan. Penelitian ini menggunakan metode kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa implementasi dan realisasi program beasiswa Aceh Carong tidak berjalan baik disebabkan oleh dana beasiswa Aceh Carong dikorupsi, rekrutmen tidak transparan, proses mendapatkan beasiswa tidak sesuai dengan petunjuk teknis kebijakan, Serapan anggaran belum 100 %, penyaluran beasiswa tidak transparan, beasiswa kurang bermanfaaat langsung untuk meningkatkan kualitas pendidikan mahasiswa. Sehingga menghasilkan kinerja para pelaksana tidak mencapai suatu tujuan yang sudah ditargetkan. Saran dari hasil penelitian ini adalah Pemerintah Aceh dalam hal ini BPSDM harus membuat master plan yang berisi rencana program yang komprehensif serta perlu adanya pengawasan khusus dari stakeholder mengenai proses rekrutmen beasiswa sampai kepada peruntukan beasiswa Aceh Carong.

ABSTRACT the policy of the Aceh provincial government through the "Aceh Carong" Program which has been committed to prioritizing the improvement of the quality of human resources in Aceh province to support a more prosperous Aceh province which has been started since 2017-2022. In the implementation and realization of the policy, various problems were encountered, from recruitment to distribution to the utilization of the Aceh Carong scholarship. The purpose of this study was to determine the implementation and realization of Acehnese government policies in improving the quality of student education at Syiah Kuala University. This study uses the theory of policy implementation. This research uses descriptive qualitative method. The results of this study indicate that the implementation and realization of the Aceh Carong scholarship program did not go well because the Aceh Carong scholarship funds were corrupted, recruitment was not transparent, the process of obtaining scholarships was not in accordance with technical guidelines that met policy standards, budget absorption was not 100%, scholarship distribution was not transparent, scholarships are not directly beneficial to improve the quality of student education. This results in the performance of the implementers not achieving a target that has been targeted. Suggestions from the results of this study are that the Aceh Government, in this case BPSDM, must make a master plan that contains a comprehensive program plan and the need for special supervision from stakeholders regarding the scholarship recruitment process to the allocation of the Aceh Carong scholarship.
