Pembentukan kewarganegaraan lingkungan melalui pemerintah desa dan Lembaga Pariwisata Nusa serta tokoh masyarakat Desa Nusa merupakan gambaran umum di mana pembinaan sikap dan perilaku peduli lingkungan dapat dimulai pada tingkat desa. Pembinaan sikap dan perilaku peduli lingkungan secara nasional tentunya dapat dimulai dalam pembinaan di tingkat kesatuan masyarakat terkecil, yaitu desa. Penelitian ini bertujuan untuk Untuk (1) mengidentifikasi peran Pemerintah Desa dan Lembaga Pariwisata Nusa dalam pembentukan kewarganegaraan lingkungan pada Desa Nusa, Kecamatan Lhoknga, Kabupaten Aceh Besar. (2) Untuk mengetahui peran tokoh masyarakat dalam pembentukan kewarganegaraan lingkungan pada Desa Nusa, Kecamatan Lhoknga, Kabupaten Aceh Besar (3) Untuk menjelaskan bentuk kerja sama Pemerintah Desa dan Lembaga Pariwisata Nusa dengan tokoh masyarakat dalam pembentukan kewarganegaraan lingkungan pada Desa Nusa, Kecamatan Lhoknga, Kabupaten Aceh Besar. Penelitian ini menggunakan metode kualititatif dengan jenis penelitian deskriptif , sumber data dalam penelitian berjumlah 5 orang yang terdiri dari Kepala Desa, Sekretaris Desa, Ketua Umum Lembaga Pariwisata Nusa, Ketua tuha peut desa, dan imam meunasah. Teknik pengumpulan data menggunakan wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan peran pemerintah desa meliputi pembentukan dan pengoptimalan kinerja LPN, Koordinasi dan musyawarah antar lembaga, eksekusi program pelayanan surat-menyurat, monitoring, fasilitator dan bantuan relasi kerjasama antar lembaga desa dan non desa. Sementara itu peran LPN meliputi, koordinasi dan musyawarah, pelaksanaan sosialisasi yang meliputi kegiatan door to door, gotong-royong, pemberdayaan ibu-ibu PKK, regulasi reward and punishment pemberian fasilitas kebersihan kepada masyarakat, dan penyelenggaran event-event lingkungan. Disamping itu peran dari imam meunasah meliputi, pemberian sosialisasi tata cara mengelola lingkungan berdasarkan Al Quran dan hadist. Sementara itu tuha peut desa memiliki peran sebagai pengawas dan penasehat agar seluruh kegiatan tetap berada pada nilai adat, budaya, tradisi dan syariat. Bentuk kerja sama antar pemerintah desa, LPN dan tokoh masyarakat meliputi bidang perencanaan, pelaksanaan, serta check and balance. Sehingga kewarganegaran lingkungan yang ada pada Desa Nusa, Kecamatan Lhoknga, Kabupaten Aceh Besar dapat tercipta dan terlaksana dengan baik.

The establishment of ecological citizenship through the village government and the Nusa Tourism Institution as well as Nusa Village community leaders is an overview where the development of environmentally caring attitudes and behaviors can be started at the village level. This study aims to (1) identify the role of the Village Government and Nusa Tourism Institutions in the formation of ecological citizenship in Nusa Village, Lhoknga District, Aceh Besar Regency. (2) To determine the role of community leaders in the formation of ecological citizenship in Nusa Village, Lhoknga District, Aceh Besar Regency (3) To explain the form of cooperation between the Village Government and Nusa Tourism Institutions with community leaders in the formation of ecological citizenship in Nusa Village, Lhoknga District, Aceh Besar Regency. This research uses a quality method with a descriptive type of research, the data sources in the study are 5 people consisting of the Village Head, Village Secretary, General Chairperson of the Nusa Tourism Institution, Head of the Nusa Tourism Institution's Guidance Division, Head of village tuha peut, and imam meunasah. Data collection techniques use interviews, observations, and documentation. The results of this study show that the role of the village government includes the formation and optimization of LPN performance, coordination and deliberation between institutions, execution of correspondence service programs, monitoring, facilitators and assistance in cooperative relations between village and non-village institutions. Meanwhile, the role of LPN includes coordination and deliberation, the implementation of socialization which includes coordination and deliberation, implementation of socialization which includes door to door activities, mutual cooperation, empowerment of PKK mothers, regulation of rewards and punishments for providing hygiene facilities to the community, and organizing environmental events In addition, the role of imam meunasah includes, providing socialization of procedures for managing the environment based on the Quran and hadith. Meanwhile, tuha peut desa has a role as a supervisor and advisor so that all activities remain on the values of customs, culture, traditions and Shari'a The form of cooperation between village governments, LPN and community leaders includes the fields of planning, implementation, and checks and balances. So that the ecological citizenship in Nusa Village, Lhoknga District, Aceh Besar Regency can be created and carried out properly.
