Pasal 74 Undang-Undang Nomor 40 Tahun 2007 tentang Perseroan Terbatas menyebutkan bahwa perseroan wajib melaksanakan tanggung jawab sosial dan lingkungan. Kemudian pemerintah mengeluarkan Peraturan Pemerintah Nomor 47 Tahun 2012 sebagai peraturan pelaksana bagi Pasal 74 UUPT. Kewajiban PT INALUM (Persero) untuk melaksanakan CSR juga berpedoman pada Peraturan Menteri BUMN Nomor PER-05/MBU/04/2021 tentang Program Tanggung Jawab Sosial dan Lingkungan Badan Usaha Milik Negara.
Tujuan penelitian ini adalah untuk menjelaskan proses penentuan program CSR pada PT INALUM (Persero), untuk menjelaskan bentuk pelaksanaan CSR, serta untuk menjelaskan kendala yang dihadapi perusahaan dalam pelaksanaan CSR.
Metode penelitian yang digunakan dalam penelitian ini adalah penelitian yuridis empiris, dimana penulis meneliti data primer di lapangan dan data sekunder dari laporan tahunan perusahaan. Hasil penelitian ini dijabarkan dalam bentuk deskriptif yang bertujuan untuk menggambarkan pelaksanaan CSR sebagai tanggung jawab sosial perusahaan. Pengambilan sampel di lakukan dengan teknik purpose sampling, dimana pertimbangan terhadap responden yang diteliti adalah masyarakat sekitar PT Indonesia Asahan Aluminium (Persero) serta wawancara yang mendalam dengan humas PT Indonesia Asahan Aluminium (Persero).
Proses penentuan program CSR pada PT Indonesia Asahan Aluminium (Persero) dilakukan melalui tiga tahapan yaitu tahapan perencanaan, tahapan pelaksanaan dan tahapan evaluasi. Pada tahapan perencanaan, perusahaan berpedoman pada kebijakan Kementerian BUMN khususnya komitmen pada penerapan SDGs. Pelaksanaan program berada dibawah Departemen CSR sesuai dengan wilayah kerja yang telah ditentukan. Bentuk pelaksanaan program CSR di PT INALUM (Persero) berpusat pada tiga bidang yaitu : bidang pendidikan, bidang ekonomi dan pemberdayaan masyarakat serta bidang kesehatan. Kemudian perusahaan melaksanakan evaluasi guna mengetahui berbagai kendala yang dihadapi perusahaan selama pelaksanaan CSR seperti pandangan negatif masyarakat mengenai program CSR perusahaan.
Pelaksanaan program CSR pada PT INALUM (Persero) telah menghasilkan hubungan yang baik dari perusahaan kepada masyarakat. Sehingga diharapkan adanya program yang berkelanjutan (sustainable program) agar tidak hanya dipandang sebagai sarana biaya (Cost Centre) dan pemenuhan aturan semata, melainkan untuk tercapainya pembangunan yang berkelanjutan (Sustainable Development).

Article 74 of Law Number 40 of 2007 concerning Limited Liability Companies states that companies are obliged to carry out social and environmental responsibilities. Then the government issued Government Regulation No. 47 of 2012 as the implementing regulation for Article 74 of the Company Law. The obligation of PT INALUM (Persero) to implement CSR is also guided by the Minister of SOE Regulation Number PER-05/MBU/04/2021 concerning the Social and Environmental Responsibility Program of State-Owned Enterprises. The purpose of this study is to explain the process of determining the CSR program at PT INALUM (Persero), to explain the form of CSR implementation, and to explain the obstacles faced by the company in implementing CSR. The research method used in this study is empirical juridical research, where the authors examine primary data in the field and secondary data from company annual reports. The results of this study are described in a descriptive form which aims to describe the implementation of CSR as corporate social responsibility. Sampling was carried out using a purpose sampling technique, where the consideration of the respondents studied were the people around PT Indonesia Asahan Aluminum (Persero) and in-depth interviews with the PR of PT Indonesia Asahan Aluminum (Persero). The process of determining the CSR program at PT Indonesia Asahan Aluminum (Persero) is carried out through three stages, namely the planning stage, the implementation stage and the evaluation stage. At the planning stage, the company is guided by the policies of the Ministry of SOEs, especially the commitment to the implementation of the SDGs. The implementation of the program is under the CSR Department in accordance with the work area that has been determined. The form of implementation of the CSR program at PT INALUM (Persero) is centered on three fields, namely: education, economics and community empowerment and health. Then the company carries out an evaluation to find out the various obstacles faced by the company during the implementation of CSR, such as negative public views about the company's CSR program. The implementation of the CSR program at PT INALUM (Persero) has resulted in a good relationship from the company to the community. So it is hoped that there will be a sustainable program so that it is not only seen as a means of cost (Cost Center) and compliance with regulations, but also to achieve sustainable development (Sustainable Development).
