Pelaksanaan rekonsruksi berbasis masyarakat pasca bencana gempa tahun 2013 di Kabupaten Aceh Tengah terdapat risiko-risiko yang mempengaruhi target proyek khususnya waktu. Risiko dapat memiliki dampak positif maupun negatif bagi kinerja dan target proyek. Pada penelitian ini risiko yang diteliti adalah risiko konstruksi dengan faktor material, tenaga kerja dan peralatan yang terdapat pada rekonstruksi rumah berbasis masyarakat pasca bencana gempa bumi di Kabupaten Aceh Tengah tahun 2013. Pelaksanaan rekonstruksi tersebut mengalami gangguan untuk memenuhi target proyek dikarenakan oleh risiko-risiko yang ditemukan di lapangan selama rekonstruksi berlangsung sehingga diperlukannya implementasi manajemen risiko. Tujuan dari penelitian ini adalah mengidentifikasi faktor-faktor risiko material, tenaga kerja dan peralatan serta menganalisis tingkat risiko konstruksi terhadap waktu. Data dikumpulkan menggunakan kuesioner yang disebarkan kepada 30 responden yang terkualifikasi sebagai tenaga ahli. Pengujian instrumen kuisioner dilakukan dengan uji validitas dan uji reliabilitas. Analisis yang digunakan adalah frequency index (FI), severity index (SI) dan probability impact matrix (PIM). Hasil dari penelitian diperoleh 30 variabel risiko potensial diantaranya terdapat risiko kenaikan harga material, terbatasnya jumlah tenaga kerja di lokasi proyek dan akses masuk yang sulit untuk alat berat dengan probabilitas kejadian adalah cukup sering. Terdapat risiko yang mempengaruhi waktu pelaksanaan diantaranya risiko cuaca yang tidak mendukung merusak mutu material, terbatasnya jumlah tenaga kerja di lokasi proyek dan akses masuk yang sulit untuk alat berat dampaknya terhadap waktu pelaksanaan adalah rendah.

The implementation of community-based reconstruction after the 2013 earthquake in Central Aceh Regency contained risks that affected project targets, especially time. Risks can have both positive and negative impacts on project performance and targets. In this study, the risks studied are construction risks with material, labor and equipment factors contained in community-based house reconstruction after the earthquake in Central Aceh Regency in 2013. Found in the field during the reconstruction process so that risk management is needed. The purpose of this study is to identify risk factors for materials, labor and equipment and analyze the level of construction risk with respect to time. Data were collected using a questionnaire distributed to 30 respondents who were qualified as experts. The questionnaire instrument was tested by using validity and reliability tests. The analysis used is frequency index (FI), severity index (SI) and probability impact matrix (PIM). The results of the study obtained 30 potential risk variables including the risk of rising material prices, the limited number of workers at the project site and difficult access to heavy equipment with the probability of occurrence is quite frequent. There are risks that affect the implementation time, including the risk of unfavorable weather damaging the quality of the material, the limited number of workers at the project site and difficult access to heavy equipment, the impact on the implementation time is low.
