DAMPAK PANDEMI COVID-19 TERHADAP PELAKSANAAN PROYEK
KONSTRUKSI DI PROVINSI ACEH

Pelaksanaan proyek konstruksi di Provinsi Aceh sejak awal tahun 2020 hingga saat
ini telah menimbulkan dampak dalam masa pandemi Coronavirus Disease 2019
(Covid-19). Salah satu dampak yang signifikan terlihat adalah terganggunya rantai
pasokan, sehingga pelaksanaan proyek konstruksi terhambat. Oleh karena itu, perlu
dilakukan penelitian untuk mengetahui faktor-faktor dan faktor dominan yang
terdampak pandemi Covid-19 dalam pelaksanaan proyek konstruksi di Provinsi
Aceh. Proyek konstruksi yang ditinjau adalah proyek bangunan gedung, jalan,
jembatan, drainase, irigasi, embung, dan bendung yang telah selesai dibangun oleh
perusahaan kontraktor di Provinsi Aceh, dengan menggunakan sumber dana dari
Anggaran Pendapatan Belanja Aceh (APBA) tahun 2020 dan 2021. Penelitian ini
menggunakan pendekatan mixed methods melalui kuesioner. Responden ditujukan
pada project manager/site manager/site engineer/supervisor dari perusahaan
kontraktor. Populasi proyek konstruksi di Provinsi Aceh dalam masa pandemi Covid19
untuk
tahun
2020
dan
2021
berjumlah
sebanyak
221
perusahaan/paket,
sedangkan

sampel
berjumlah
sebanyak
165
perusahaan/paket.
Teknik
sampling
yang
digunakan

adalah

proportionate stratified random sampling. Teknik analisis data digunakan
statistik deskriptif, uji validitas, uji reliabilitas, dan PCA dengan menggunakan
bantuan software Statistical Product and Service Solution (SPSS). Hasil penelitian
menunjukkan bahwa faktor-faktor yang terdampak pandemi Covid-19 dalam
pelaksanaan proyek konstruksi di Provinsi Aceh terdapat 6 faktor yaitu faktor
pembatasan wilayah, metode pelaksanaan, biaya proyek, physical distancing,
ketidakpastian, dan faktor keuangan kontraktor dengan varian (persentase penerapan)
sebesar 59,104%. Faktor yang dominan terdampak pandemi Covid-19 dalam
pelaksanaan proyek konstruksi di Provinsi Aceh adalah faktor pembatasan wilayah
dengan varian sebesar 18,848%.

EFFECTS OF THE COVID-19 PANDEMIC ON THE IMPLEMENTATION OF CONSTRUCTION PROJECTS IN ACEH PROVINCE Teuku Syahirman Student Number 2004201010001 Master Program of Civil Engineering Civil Engineering Department of Engineering Faculty University Syiah Kuala Abstract The implementation of construction projects in Aceh province since the beginning of 2020 until now has been impacted during the 2019 coronavirus disease (Covid-19) pandemic. One of the significant impacts is the disruption of the supply chain, which hinders the implementation of construction projects. Hence, it is necessary to conduct investigations to determine the dominant factors and factors affected by the Covid-19 pandemic in the implementation of construction projects in Aceh province. The construction projects audited are construction projects, roads, bridges, drainage, irrigation, reservoirs and weirs, to be completed by a construction company in Aceh Province using 2020 and 2021 sources of funding from the Aceh Revenue and Expenditure Budget of Aceh (APBA). were Research This method uses a mixed methods approach through a questionnaire. The respondents were addressed to the project manager/construction manager/supervisor of the executing company. The population of construction projects in Aceh province during the Covid-19 pandemic for 2020 and 2021 was 221 companies/packages, while the sample consisted of 165 companies/packages. A proportionally stratified random sample is used as the sampling method. The data analysis technique used descriptive statistics, validity testing, reliability testing, and PCA using Statistical Product and Service Solution (SPSS) software. The results showed that the factors influenced by the Covid-19 pandemic in the implementation of construction projects in Aceh province were 6 factors, namely area restrictions, implementation methods, project costs, physical distancing, insecurity and financial factors of the contractor with a Variance (percentage of use) of 59.104%. The dominant factor affected by the Covid-19 pandemic in the implementation of construction projects in Aceh province is the area constraint factor with a variance of 18.848%.
