Abstrak

Pemerintah Kota Langsa melakukan program relokasi pada permukiman kumuh yang berdiri dilahan milik negara dan permukiman kumuh di bantaran sungai. Langkah relokasi dilakukan guna menghindari pola hidup tidak sehat dari permukiman kumuh tersebut, serta menghindari bencana alam di sebabkan meluapnya sungai dan longsor pada bantaran sungai. Dalam pelaksanaan program relokasi permukiman diharapkan dapat memiliki dampak baik. Tujuan penelitian adalah untuk menganalisis dan mendeskripsikan proses perencanaan pembangunan yang selama ini sudah dilaksanakan sudah sesuai dengan harapan masyarakat dan bagaimana tingkat partisipasi masyarakat dalam proses perencanaan pembangunan serta mengidentifikasikan faktor-faktor penyebab tidak optimal masyarakat dalam mengikuti proses perencanaan pembangunan. Penelitian ini mengunakan pendekatan metode kualitatif deskriptif. Objek penelitian ini adalah desa Paya Bujok Blang Pase, Blang, Paya Bujok Bramo, Sungai Pauh. Sampel penelitian sebanyak 99 responden. Pengumpulan data dilakukan dengan kuisioner dan wawancara.. Pengambilan sampel mengunakan Teknik Random Sampling. Sampel yang dipilih yaitu masyarakat yang direlokasi. Berdasarkan persepsi responden I, diperoleh nilai rata-rata keseluruhan dari jawaban responden yaitu sebesar 72.26%. yang berarti proses perencanaan pembangunan yang selama ini dilaksanakan sebahagian besar sesuai dengan harapan masyarakat. Berdasarkan persepsi responden II, diperoleh nilai rata-rata keseluruhan dari jawaban responden yaitu sebesar 81%, dimana tingkat partisipasi masyarakat dalam proses perencanaan pembangunan hampir seluruhnya sudah sesuai/terwakili dari semua golongan masyarakat. hasil dari wawancara dengan pihak stakeholder maka disimpulkan bahwa masyarakat sudah optimal mengikuti proses perencanaan pembangunan. Namun setelah dilakukan penelitian, terdapat faktor kendala, yaitu faktor pengetahuan dan pendidikan yang masih rendah, faktor pekerjaan masyarakat yang menyita banyak waktu, dan kurang terbukanya para pelaku pembangunan dalam menyelenggarakan pembangunan yang menganggap masyarakat hanya objek pembangunan.

COMMUNITY PARTICIPATION IN THE DEVELOPMENT PLANNING OF THE GAMPONG TIMBANG LANGSA RELOCATION AREA IN LANGSA CITY Mhd. Arief Diana Student Number 1804201010047 Master Program of Civil Engineering Civil Engineering Department of Engineering Faculty University of Syiah Kuala Abstract The Langsa City Government carried out a relocation program on slums that stood in state-owned areas and slums on the riverbanks. Relocation steps are carried out to avoid an unhealthy lifestyle in the slums, as well as avoid natural disasters caused by overflowing rivers and landslides on riverbanks. The implementation of the settlement relocation program is expected to have a good impact. The purpose of the study is to analyze and describe the development planning process that has been implemented under community expectations and how the level of community participation in the development planning process and identify the factors that cause the community to not optimally follow the development planning process. This research uses a descriptive qualitative method approach. The object of this study is the villages of Paya Bujok Blang Pase, Blang, Paya Bujok Bramo, Sungai Pauh. The study sample was 99 respondents. Data collection was carried out with questionnaires and interviews. Sampling using Random Sampling Technique. The sample chosen is the relocated community. Based on the perception of respondent I, the overall average value of the respondent's answer was obtained, which was 72.26%. which means that the development planning process that has been carried out is largely following the expectations of the community. Based on the perception of respondent II, the overall average value of the respondent's answer was 81%, where the level of community participation in the development planning process was almost entirely appropriate / represented by all groups of people. The results of interviews with stakeholders concluded that the community had optimally followed the development planning process. However, after conducting research, there are obstacle factors, namely factors of knowledge and education that are still low, factors of community work that take up a lot of time, and the lack of openness of development actors in organizing development who consider the community to be only an object of development.
