Kebijakan desentralisasi memunculkan dorongan pemekaran daerah untuk membentuk daerah otonomi baru di berbagai wilayah di Indonesia. Keinginan untuk membentuk Daerah Otonomi Baru (DOB) juga terjadi pada elite politik di wilayah Teluk Aru. Penelitian ini bertujuan untuk mengetahui dinamika politik dan hambatan-hambatan yang terjadi dalam proses realisasi pembentukan DOB Teluk Aru. Metode yang digunakan dalam penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Teknik pengumpulan data primer melalui wawancara dan observasi di lapangan, sedangkan data sekunder melalui dokumentasi/kepustakaan. Teori yang digunakan untuk menganalisis penelitian ini yaitu teori elite politik. Hasil penelitian ini menunjukkan bahwa usulan calon Kabupaten Teluk Aru telah memenuhi persyaratan untuk dibentuk DOB namun dalam prosesnya mengalami berbagai hambatan. Di tingkat pemerintah pusat, hambatan terjadi karena kegagalan pemerintah pusat dalam mengimplementasi program legislasi nasional mengenai program RUU Pembentukan Daerah Provinsi dan Kabupaten/Kota dan juga karena adanya kebijakan moratorium. Di tingkat lokal, hambatan terjadi pasca moratorium dimana terdapat dugaan self-interest agar pemekaran daerah tidak terjadi. Berdasarkan hasil penelitian, proses pembentukan DOB Teluk Aru belum terealisasikan walaupun masih ada perjuangan dalam proses pemekaran.

The decentralization policy gave rise to the impetus for regional expansion to form new autonomous regions in various regions in Indonesia. The desire to form a New Autonomous Region (DOB) also occurs in the political elite in the Teluk Aru region. This study aims to determine the political dynamics and obstacles that occur in the process of realizing the formation of a new autonomous region in Teluk Aru. The method used in this study uses a qualitative method with a descriptive approach. The primary data collection technique was through interviews and field observations, while the secondary data was collected through documentation/library. The theory used to analyze this research is the theory of the political elite. The results of this study indicate that the proposed candidate for Teluk Aru Regency has met the requirements to form a new autonomous region, but in the process encountered various obstacles. At the central government level, obstacles occur due to the failure of the central government to implement the national legislation program regarding the Bill for the Establishment of Provinces and Districts/Cities and also because of the moratorium policy. At the local level, obstacles occurred after the moratorium where there was an alleged self-interest so that regional expansion did not occur. Based on the results of the research, the process of forming the new autonomous regions of Teluk Aru has not been realized, although there are still struggles in the expansion process.
