Pembatasan jam malam merupakan suatu keputusan yang di ambil oleh pemerintah Kota Banda Aceh berdasarkan Peraturan Gubernur Aceh Nomor 51 Tahun 2020 pada BAB IX tentang penerapan jam malam Pasal 22 ayat 1 yang dijelaskan bahwa Pemerintah Aceh dan/atau Pemerintah Kabupaten/Kota berwenang menerapkan jam malam diwilayahnya, dalam hal ini Pemerintah Kota Banda Aceh bertanggung jawab dalam menjalankan kebijakan ini, untuk mengurangi jumlah kasus positif Covid-19 di Kota Banda Aceh. Dengan adanya peraturan gubernur terkait pembatasan jam malam sangat berpengaruh terhadap pendapatan para pedagang di Kota Banda Aceh. Oleh karena itu, tujuan penelitian ini dibuat untuk mengetahui seberapa besar dampak kebijakan pembatasan jam malam terhadap perekonomian para pedagang di Kota Banda Aceh dengan menggunakan teori kebijakan publik dan konsep evaluasi kebijakan publik. Penelitian ini adalah penelitian kuantitatif deskriptif dengan metode pengumpulan data melalui penyebaran angket, observasi, dan dokumentasi. Serta pengolahan data menggunakan metode pengeditan data, transformasi data serta tabulasi data. Serta uji yang dilakukan pada penelitian ini menggunakan uji validitas, uji reliabilitas dan skala likert. Hasil penelitian dapat disimpulkan bahwa kebijakan pembatasatn jam malam berdampak pada sektor perekonomian bagi para pedagang di Kota Banda Aceh. Dampak terhadap perekonomian dapat dilihat dari pendapatan dan jumlah pengunjung, adapun pendapatan berkurang 25% dan pengunjung berkurang hingga 29% setiap harinya bagi para pedagang.

The curfew restriction is a decision taken by Banda Aceh government based on Aceh Governor Regulation Number 51 of 2020 in Chapter IX regarding the application of a curfew Article 22 paragraph 1 which explains that the Aceh Government and/or Regency/City Government have the authority to implement a curfew in their territory. In this case, Banda Aceh Government is responsible for implementing this policy, to reduce the number of positive cases of Covid-19 in Banda Aceh. With the governor’s regulation related to curfew restrictions, it greatly affects the income of traders in Banda Aceh. Therefore, the purpose of this study was to find out how much impact the curfew restriction policy had on the economy of traders in Banda Aceh by using public policy theory and the concept of public policy evaluation. This research is descriptive quantitative with data collection methods trough the distribution of questionnaires, observation, and documentation. As well as data processing using data editing methods, data transformation and data tabulation. As well as the tests carried out in this study using the validity test, reliability test ang likert scale. The result of the study can be conducted that the policy of restricting the curfew has an impact on the economic sector for traders in Banda Aceh. The impact on the economy can be seen from the income and the number of visitors, while the income is reduced by 25% and the visitors are reduced by 29% every day for traders Keywords: Covid-19, Curfew, Merchants’ Economy
