Kota banda aceh sebagai ibu kota provinsi aceh memiliki jumlah kasus positif covid-19 cukup tinggi dibandingkan kabupaten/kota lain di lingkup provinsi aceh, bahkan kota banda aceh kerap masuk zona merah. dengan jumlah korban yang terus bertambah seiring berjalannya waktu, sehingga pemerintah mengeluarkan beberapa kebijakan, seperti jam malam dan membatasi masyarakat dalam kerumunan ramai. selain itu, masyarakat juga diwajibkan mematuhi protokol kesehatan di semua tempat keramaian. keputusan tersebut diputuskan setelah hasil rapat bersama pemerintah kota banda aceh beserta forkopimda yang menghasilkan sanksi tegas kepada masyarakat dan pelaku usaha yang melanggar aturan. adapun penelitian ini bertujuan untuk mengetahui dan menjelaskan strategi satgas dalam penanganan covid-19 serta hambatan yang dialami satgas dalam penanganan covid-19 di kota banda aceh. penelitian ini menggunakan pendekatan penelitian kualitiatif dengan metode pengumpulan data yang digunakan adalah observasi, dokumentasi dan wawancara. hasil penelitian menunjukkan bahwa strategi satgas penanganan covid-19 kota banda aceh dalam menangani penyebaran virus covid-19 di kota banda aceh, terdiri dari beberapa tahapan. mulai dari pendisiplinan pelaku usaha, pemberlakuan jam operasional buka tempat usaha, sosialisasi penerapan protokol kesehatan untuk tempat usaha hingga pemberian sanksi. kemudian pendisiplinan protokol kesehatan bagi masyarakat perorangan tidak jauh berbeda dengan para pelaku usaha, mulai dari sosialisasi protokol kesehatan, razia terhadap individu yang tidak menerapkan protokol kesehatan, hingga ke tahap pemberian sanksi bagi yang melanggar protokol kesehatan. dalam penanganan penyebaran covid-19 di kota banda aceh, satgas menemukan beberapa hambatan yakni berupa penyebaran informasi palsu (hoax), pola pikir masyarakat yang tidak percaya terhadap covid-19 hingga keterbatasan fasilitas pendukung penanganan covid-19 di awal pandemi. disarankan kepada satgas covid-19 kota banda aceh untuk selalu memperketat pengawasan terhadap penularan covid-19, lebih berinovasi dalam memecahkan masalah penanganan covid-19 yang berkaitan langsung dengan masyarakat, serta selalu mendahulukan kebijakan yang telah dibuat secara sistematis dari pada kebijakan spontan yang dapat berpotensi merugikan hajat hidup orang banyak.

With the number of victims continuing to grow over time, the government issued several policies, such as curfews and limiting people to large crowds. In addition, the public is also required to comply with health protocols in all crowded places. The decision was made after a joint meeting with the Banda Aceh City Government and Forkopimda resulted in strict sanctions against the public and business actors who violated the rules. This study aims to identify and explain the strategy of the Task Force in handling COVID-19 and the obstacles experienced by the Task Force in handling COVID-19 in Banda Aceh City. This study uses a qualitative research approach with data collection methods used are observation, documentation and interviews. The results showed that the Banda Aceh City COVID-19 Task Force in dealing with the spread of the COVID-19 virus in Banda Aceh City, consisted of several stages. Starting from disciplining business actors, enforcing operational hours for opening business premises, socializing the application of health protocols for business premises to imposing sanctions. Then the discipline of health protocols for individual communities is not much different from business actors, starting from the socialization of health protocols, raids on individuals who do not apply the health protocols, to the stage of imposing sanctions for those who violate the health protocols. In handling the spread of COVID-19 in Banda Aceh City, the task force encountered several obstacles, namely the spread of false information (hoax), the mindset of people who did not believe in COVID-19 to the limitations of supporting facilities for handling COVID-19 at the beginning of the pandemic. It is recommended to the Banda Aceh City COVID-19 Task Force to always tighten supervision of the transmission of COVID-19, be more innovative in solving COVID-19 handling problems that are directly related to the community, and always prioritize policies that have been made systematically over spontaneous policies that can potentially detrimental to the livelihood of many people.
