Abstrak fita sari. 2021. penguatan prinsip-prinsip good governance pada aparatur sipil negara (asn) di pemerintah daerah kabupten simeulue (studi kantor bupati simeulue). jurusan pendidikan pancasila dan kewarganegaraan, fakultas keguruan dan ilmu pendidikan, universitas syiah kuala. pembimbing: (1) dr. rusli yusuf, m.pd (2) maimun, s.pd, m.a kata kunci: penguatan prinsip-prinsip, good governance, pada aparatur sipil negara (asn) penelitian ini berjudul: “penguatan prinsip-prinsip good governance pada aparatur sipil negara (asn) di pemerintah daerah kabupten simeulue (studi kantor bupati simeulue)”. terjadinya krisis ekonomi di indonesia disebabkan oleh tata cara penyelenggara pemerintahan yang tidak dikelolah dan di atur dengan baik akibatnya timbul berbagai masalah seperti korupsi, kolusi, dan nepotisme (kkn) yang sulit diberantas, masalah penegakan hukum yang sulit berjalan, masalah- masalah tersebut juga telah menghambat proses pemulihan ekonomi indonesia. penelitian ini bertujuan untuk mengetahui (1) mengetahui bagaimana proses penguatan prinsip-prinsip good governance pada aparatur sipil negara (asn) di kabupaten simeulue, (2) untuk mengetahui apa saja kendala-kendala dalam proses penguatan good governance di pemerintah kabupaten simeulue. penelitian ini tergolong ke dalam jenis penelitian deskriktif dan pendekatan kualitatif, sedangkan instrument pengumpulan data menggunakan wawancara mendalam dan kuisioner. informan peneitian ini berjumlah (3) orang tenaga ahli pemeritahan dan 10 orang pegawai asn. lokasi penelitian terletak di kantor bupati simeulue. hasil penelitian ini menunjukkan bahwa (1) proses penguatan prinsip-prinsip good governance yaitu: melalui bimbingan teknis yang dilakukan setiap (persemister/tahun) kemudian dengan kegiatan sosialisasi yang dilakukan oleh pemerintah. (2) kendala yang dihadapi yaitu: masih kurangnya sumber daya manusia yang kurang mendukung kualitas sdm, tidak hanya ditentukan oleh aspek keterampilan atau kekuatan tenaga fisisknya saja, akan tetapi ditentukan oleh pendidikan dan kadar pengetahuannya atau sikapnya serta nilai-nilai yang dimilikinya. kemudian dari sisi manajemen, fungsi keuangan, yang masih kurang pengelolaannya. faktor ekonomi, budaya yang kurang mendukung, seperti masih bannyaknya aparatur sipil negara yang kinerjanya buruk banyak dipengaruhi budaya kerja yang buruk, salah satu penyebab dari budaya dan kinerja yang buruk diakibatkan menurunnya produkvitas kerja. saran dari penelitian ini adalah bagi pemerintah kabupaten simeulue mewujudkan good governance ini diperlukan komitmen dan konsistensi dari semua pihak, aparatur sipil negara. kemudian perlu melakukan pelatihan-pelatihan khusus bagi asn seperti worshop atau sosialisasi agar good governance ini berjalan dengan baik di masa yang akan datang.

The occurrence of the economic crisis in Indonesia is caused by government administration procedures that are not managed and regulated properly, resulting in various problems such as corruption, collusion and nepotism (KKN) which are difficult to eradicate, law enforcement problems that are difficult to run, these problems have also hinder the process of Indonesia's economic recovery. This study aims to find out (1) to find out how the process of strengthening the principles of good governance in the state civil apparatus (ASN) in Simeulue Regency, (2) to find out what are the obstacles in the process of strengthening good governance in the Simeulue Regency government. This research belongs to the type of descriptive research and qualitative approach, while the data collection instrument uses in-depth interviews and questionnaires. The research informants were (3) government experts and 10 ASN employees. The research location is in the Simeulue Regent's Office. The results of this study indicate that (1) the process of strengthening the principles of good governance, namely: through technical guidance which is carried out every (semester/year) then with outreach activities carried out by the government. (2) the obstacles faced are: there is still a lack of human resources that do not support the quality of human resources, not only determined by the skills or physical strength aspect, but is determined by education and the level of knowledge or attitudes and values ​​they have. Then from the management side, the financial function, which is still under-managed. economic factors, unsupportive culture, such as the large number of state civil servants whose performance is poor, many are influenced by a bad work culture, one of the causes of poor culture and performance is the decline in work productivity. Suggestions from this research are for the Simeulue district government to realize good governance, it requires commitment and consistency from all parties, the state civil apparatus. Then it is necessary to conduct special training for ASN such as workshops or socialization so that good governance will run well in the future.
