Transportasi merupakan sebuah sarana yang sangat penting dalam aktifitas seharihari masyarakat. dalam sistem transportasi permasalahan umum yang sering terjadi baik di kota maupun di daerah adalah kecelakaan. ada empat faktor utama penyebab terjadinya kecelakaan yaitu manusia, kendaraan, jalan dan lingkungan. menurut world health organization (2013), kecelakaan lalu lintas di indonesia dinilai menjadi pembunuh terbesar ketiga setelah penyakit jantung koroner dan tuberculosis. perkembangan infrastruktur jalan lintas nasional pada lintas timur aceh memiliki nilai yang sangat strategis untuk mendorong perkembangan dan pertumbuhan ekonomi masyarakat aceh. satlantas aceh timur mengungkapkan ada 446 kasus kecelakaan lalu lintas pada tahun 2020 yang terjadi di aceh timur. kasus tersebut merupakan yang tertinggi selama lima tahun terakhir (2016-2020). tujuan dari penelitian ini untuk melihat angka keparahan kecelakaan di lokasi black spot di jalan nasional kabupaten aceh timur. penelitian ini dimulai dengan melakukan perangkingan dan diambil enam lokasi dengan kasus kecelakaan tertinggi, lalu menghitung nilai lalu lintas harian rata-rata (lhr) prediksi tahun 2016-2020 dengan menggunakan data nilai pertumbuhan penduduk. kemudian untuk mengidentifikasi tingkat keparahan kecelakaan pada lokasi tinjauan, digunakan metode safety index (si). setelah didapat tiga segmen dengan angka safety index tertinggi, selanjutnya diidentifikasi kondisi eksisting infrastruktur dan geometrik ketiga jalan tersebut. jalan desa paya demam dua (sta. 328+550) memiliki nilai si tertinggi yaitu sebesar 0.80. selanjutnya jalan desa blang nie (sta. 335+000) memiliki nilai si sebesar 0.78. sedangkan jalan desa gampong jalan (sta. 366+420) memiliki nilai si sebesar 0.69. ketiga jalan tersebut dikategorikan berbahaya karena nilai si ketiganya mendekati angka satu. fasilitas perambuan pada ketiga lokasi belum sepenuhnya lengkap sehingga perlu adanya penambahan terutama pada jalan desa paya demam dua. sementara marka jalan juga masih banyak yang belum terpenuhi terutama pada jalan desa gampong jalan yang sama sekali tidak memiliki marka pembatas jalan. kata kunci: defisiensi, keselamatan jalan, infrastruktur, safety index dan kecelakaan.

Transportation is an essential infrastructure in our daily lives. In the transportation system, an accident is a common problem that often occurs in the city and region. There are four major causes of a traffic accident: human factors, vehicles, the road and environment. According to World Health Organization (2013) traffic accidents in Indonesia assessed become the third-largest after coronary heart disease and Tuberculosis. The development of cross-national road infrastructure in the east cross Aceh has a very strategic value to encourage the development and economic growth of the Acehnese people. East Aceh Traffic Police revealed that there were 446 accidents traffic cases in 2020 that occurred in East Aceh. This case is the highest for the last five years (2016-2020). The purpose of this study is to see the severity of accidents at the black spot location on the National Road of East Aceh Regency. In this study, starting with ranking and taking six locations with the highest accident cases, then calculating the Average Daily Traffic (LHR) prediction for 2016-2020 using population growth value data. Then to identify the severity of the accident at the suvey location, using the Safety Index (SI) method. After obtaining the three segments with the highest Safety Index scores, the next step is to identify the existing infrastructure and geometric conditions on the three roads. Village Road Paya Demam Two (Sta. 328+550) with the highest SI value of 0.80. Next is Village Road Blang Nie (Sta.335+000) with an SI value of 0.78. While Village Road Gampong Jalan (Sta.390+600) has an SI value of 0.69. The three roads are categorized as dangerous because their SI values are close to one. The signage facilities at the three locations are not yet fully complete, so there is a need for additions, especially on Village Road Paya Demam Dua. Meanwhile, there are still many road markings that have not been fulfilled, especially on Village Road Gampong Jalan which does not have road markings at all.
