Abstrak minyak bumi merupakan sumber kekayaan yang terdapat di dalam perut bumi sebagai bahan galian yang sangat berpengaruh baik secara politik maupun ekonomi. ditemukannya minyak bumi yang berada di kawasan kabupaten bireuen membuktikan bahwa kabupaten ini memiliki kekayaan alam yang beranekaragam salah satu kekayaan yang dimiliki yaitu minyak bumi. gampong alue puno adalah salah satu lokasi penambangan minyak bumi yang dikelola oleh masyarakat kabupaten bireuen secara illegal. namun permasalahan yang terjadi hingga saat ini peran pemerintah terkait penertiban pertambangan minyak illegal di kabupaten bireuen belum maksimal. penelitian ini bertujuan untuk mengetahui peran yang dilakukan pemerintah serta faktor penyebab pemerintah belum mengeluarkan kebijakan terkait penertiban pertambangan minyak illegal gampong alue peuno. penelitian ini menggunakan metode kualitatif deskriptif. hasil penelitian menyebutkan bahwa 1) pemerintah kabupaten bireuen belum memiliki kebijakan yang dapat menjadi solusi terhadap permasalahan pertambangan minyak illegal di gampong alue peuno, terbukti dalam hal ini pemerintah kabupaten bireuen melalui dinas lingkungan hidup dan kehutanan (dlhk) hanya melakukan kegiatan sosialisasi dan memberikan himbauan mengenai dampak terhadap pertambangan minyak illegal kepada pekerja dan masyarakat setempat. 2) faktor penyebab pemerintah belum mengeluarkan kebijakan terkait penertiban pertambangan minyak ilegal di gampong alue peuno kabupaten bireuen yaitu pertama faktor tidak adanya investor untuk mengelola pertambangan minyak gampong alue peuno, kemudian faktor masyarakat yang menggantungkan hidup melalui pertambangan minyak ilegal di gampong alue punoe. namun peran pemerintah dalam menertibkan pertambangan minyak illegal di kabupaten bireuen belum bekerja dengan maksimal. penelitian ini dapat menjadi masukan bagi pemerintah kabupaten bireuen agar dapat mengeluarkan kebijakan yang tepat untuk mengelola pertambangan minyak ini dengan baik sehingga dapat memberikan kontribusi bagi pendapatan daerah kabupaten bireuen serta menciptakan lapangan pekerjaan bagi masyarakat dikawasan tersebut. kata kunci: peran pemerintah, pertambangan minyak ilegal

ABSTRACT Petroleum is one of the natural resources contained in the earth that greatly affects political and economic aspects since it constitutes a major source of revenue. The discovery of petroleum in the Bireuen Regency proves that this district has potential resources. Gampong Alue Peuno in Bireuen Regency is one of the illegal mining sites for petroleum which has been managed by the local community. The role of the government that has not been optimal in controlling illegal oil mining has been a problem. The purpose of this study was to determine the role of the government and the factors that caused the government to not make policies related to controlling illegal oil mining in Gampong Alue Peuno. A descriptive-qualitative method was employed in this research. The results indicated that the Bireuen Regency Government has not made any regulation or policy that could be a solution related to illegal oil mining in Gampong Alue Peuno. This could be seen from the efforts made by the Government of Bireuen Regency through the Environment and Forestry Service which only consisted of socializing and providing information on the impact of illegal oil mining to workers and the local community. Furthermore, the factors that caused the government to make no policies related to controlling illegal oil mining in Gampong Alue Peuno were the absence of investors that could manage oil mining in the area and the local community that used the oil mining sites to earn a living. Therefore, it can be said that in controlling this illegal oil mining, the role of the Bireuen Regency Government has not been optimal. This research is expected to be an input for the Bireuen Regency Government in order to make the right policies related to this issue so that good management of the oil mining sites can contribute to the regional income of the regency and create jobs for the local community.
