Abstrak provinsi aceh merupakan salah satu provinsi dengan lex specialis dari hasil sejarah kelam akibat konflik yang berkepanjangan selama 30 tahun lamanya dan berdamai pada tanggal 15 agustus tahun 2005 melalui momerandum of understanding (mou) helsinki, finlandia. salah satu tuntutan perdamaian ialah mendirikan qanun, partai lokal serta membentuk lembaga adat yaitu wali nanggroe sesuai dengan undang – undang nomor 11 tahun 2006 tentang pemerintahan aceh (uupa). namun, masih banyak masyarakat yang sampai saat ini mempertanyakan tentang kinerja, fungsi dan pentingnya lembaga wali nanggroe. oleh karena itu tujuan dari penelitian ini ialah untuk mengetahui efektivitas komunikasi politik lembaga wali nanggroe sebagai simbol perdamaian aceh. teori yang digunakan ialah komunikasi politik aubrey g. fisher yang mengatakan bahwa tindakan, sikap dan kinerja sama dengan komunikasi. metode yang digunakan ialah metode kualitatif, yang merupakan metode dimana peneliti akan menggunakan teknik pengumpulan data berupa observasi dan wawancara. hasil penelitian menunjukkan bahwa secara kinerja wali nanggroe masih belum terlihat, kemudian dari sisi partisipasi politik wali nanggroe, secara personal memang mendukung semua partai tetapi secara struktural beliau masih terlibat sebagai tuha peut partai aceh, dengan demikian bisa menimbulkan asumsi pada masyarakat bahwa keberadaan lembaga wali nanggroe adalah tidak independen. sedangkan jika dikaji secara media, pemberitaan media masih minim dikarenakan aktivitas lembaga wali nanggroe dalam bidang komunikasi politik sebagai simbol perdamaian aceh masih belum terlihat efektif. kata kunci : uupa, wali nanggroe, independen, komunikasi, politik.

ABSTRACT Aceh Province is one of the provinces that receive lex specialis from a dark history resulted from a prolonged conflict for over 30 years and made peace on August 15, 2005 through the Memerandum of Understanding (MoU) Helsinki, Finland. One of the demands for peace is establishing qanuns, local parties and establishing an existing institution, namely Wali Nanggroe in accordance with Law Number 11 of 2006 concerning the Government of Aceh (UUPA). However, there are still many people who are still questioning the performance, function and importance of the Wali Nanggroe Institution. Therefore, the purpose of this study is to determine the Effectiveness of Political Communication of the Wali Nanggroe Institution as a symbol of Aceh's peace. The theory used is Aubrey G. Fisher's political communication which says that actions, attitudes and performance are the same as communication. The method used is a qualitative method, which is a method where researchers will use data collection techniques in the form of observation and interviews. The results show that Wali Nanggroe's performance is still not visible, then in terms of Wali Nanggroe's political participation, personally he does support all parties but structurally he is still involved as Tuha Peut Aceh Party, thus it can lead to assumptions in the community that the existence of the Wali Nanggroe Institution is not independent. Meanwhile, if examined in the media, media coverage is still minimal because the activities of the Wali Nanggroe Institution in the field of political communication as a symbol of Aceh's peace have not been seen.
