Alat kelengkapan dewan (akd) mempunyai tugas membantu kelembagaan dewan perwakilan rakyat aceh (dpra) di setiap pembuatan kebijakan. seharusnya penetapan akd tepat waktu, namun hal ini tidak terjadi karena berbagai kondisi yang diduga adanya kepentingan anggota legislatif dan elit partai. proses pembentukan akd dpra periode 2019-2024 mengalami beberapa penundaan, hingga januari 2020, sehingga berpengaruh kepada tugas dan fungsi dpra itu sendiri, pengawasan, legislasi dan anggaran. penelitian ini bertujuan untuk mengetahui faktor keterlambatan penetapan akd, dan untuk mengetahui dampak keterlambatan penetapan akd dpra periode 2019-2024. pendekatan dalam penelitian ini menggunakan pendekatan kualitatif deskriptif, dan data dikoleksi melalui dokumentasi, observasi, dan wawancara. penelitian menggunakan teori kekuasaan dan konsep legislatif. hasil penelitian menunjukkan bahwa keterlambatan penetapan akd dpra periode 2019-2024 disebabkan beberapa faktor diantaranya adalah terbentuknya koalisi aceh bermartabat (kab) dan non koalisi di dpra, kepentingan elit partai politik, beda kesepahaman antar anggota legislatif terhadap pp nomor 12 tahun 2018. dampak keterlambatan penetapan akd terhadap fungsi dpra periode 2019-2024 adalah adanya dampak terhadap fungsi merumuskan kebijakan (legislasi), dan fungsi pengawasan (oversight), sedangkan terhadap fungsi mengalokasikan sumberdaya (budgeting). tidak berdampak secara langsung karena penetapan apba tahun 2020 telah disahkan oleh dpra periode sebelumnya. kesimpulan dari penelitian ini adalah perebutan kekuasaan antara koalisi kab dan non koalisi di dpra terkait dengan perebutan posisi strategis didalam akd membuat penetapan akd dpra periode 2019-2024 menjadi terlambat sampai april 2020 bahkan badan kehormatan baru dibentuk pada september 2020, ini membuktikan bahwa dpra lebih mementingkan kepentingan kelompok lebih penting dari pada kepentingan rakyat.

The Council's Apparatus (AKD) has the task of assisting the institution of the Aceh People's Representative Council (DPRA) in every policy-making. The determination of the AKD should be on time, but this did not happen due to various conditions suspected of being in the interests of members of the legislature and party elites. The process of forming the DPRA AKD for the 2019- 2024 period experienced several delays, until January 2020, so that it affected the duties and functions of the DPRA itself, supervision, legislation and budget. This study aims to determine the factors of delay in determining AKD, and to determine the impact of delay in determining AKD DPRA for the 2019-2024 period. The approach in this study used a descriptive qualitative approach, and data were collected through documentation, observation, and interviews. The study uses the theory of Power and Legislative Concepts. The results showed that the delay in determining the DPRA AKD for the 2019-2024 period was due to several factors including the formation of the Dignified Aceh Coalition (KAB) and Non-Coalition in the DPRA, the interests of political party elites, differences in understanding between members of the legislature on PP Number 12 of 2018. The impact of delays in determining AKD on the function of DPRA for the 2019- 2024 period is the impact on the function of formulating policies (legislation ), and the supervisory function ( oversight ), while the function of allocating resources ( budgeting ). does not have a direct impact because the determination of the 2020 APBA has been ratified by the DPRA for the previous period. The conclusion of this study is that the power struggle between the KAB coalition and non-coalition in the DPRA related to the struggle for strategic positions in the AKD made the determination of the AKD DPRA for the 2019-2024 period to be delayed until April 2020 even a new honorary body was formed in September 2020, this proves that the DPRA is more concerned with The interests of the group are more important than the interests of the people.
