Abstrak efektivitas program keluarga harapan (pkh) terhadap produktivitas dan dampaknya pada kesejahteraan masyarakat di kabupaten pidie dengan kebijakan pemerintah sebagai variabel pemoderasi oleh: muhammad ali npm:1801202010003 konsentrasi: manajemen sumber daya manusia pembimbing pertama : dr. hafasnuddin, s.e., m.b.a. pembimbing kedua : dr. muslim, s.e., m.b.a., ak., c.a. program keluarga harapan (pkh) adalah program bantuan bagi keluarga miskin di kabupaten pidie, indonesia, dengan memberikan bantuan berdasarkan kriteria yang telah ditetapkan, untuk melanjutkan dan mengembangkan kegiatan ekonomi mereka agar lebih sejahtera. tujuan penelitian ini adalah untuk menguji pengaruh efektivitas pkh terhadap kesejahteraan masyarakat dengan produktivitas sebagai variabel mediasi, dan kebijakan pemerintah sebagai variabel moderasi. objek penelitian adalah penerima bantuan pkh tahun 2019. sampel penelitian diambil sebanyak 320 orang dari jumlah populasi 36.230 orang, berdasarkan tabel krejcie pada taraf signifikansi 0,05, dan tingkat kepercayaan diri. dari 95% populasi, dengan menggunakan teknik proporsional stratified random sampling sebagai salah satu teknik probability sampling. pengumpulan data dilakukan melalui kuesioner, wawancara, dan observasi. analisis data menggunakan teknik structural equation modeling (sem) yang diproses dengan software amos. hasil penelitian menunjukkan bahwa efektivitas pkh berpengaruh langsung signifikan terhadap kesejahteraan masyarakat penerima pkh di kabupaten pidie, produktivitas memediasi efektivitas pkh terhadap kesejahteraan penerima pkh di kabupaten pidie, dan kebijakan pemerintah memoderasi pengaruh efektivitas pkh terhadap produktivitas penerima pkh di kabupaten pidie. temuan ini membuktikan model caulsality yang melibatkan efektivitas, produktivitas, kebijakan, dan kesejahteraan. menariknya, kebijakan pemerintah sangat dibutuhkan untuk mendorong efektivitas peningkatan produktivitas. peneliti selanjutnya perlu mengembangkan model dengan mengelaborasi konsep dan variabel seperti faktor-faktor yang dapat mendorong produktivitas untuk menopang kesejahteraan, atau sektor kebijakan apa yang diperlukan untuk menopang kesejahteraan. kata kunci: efektivitas program keluarga harapan (pkh), produktivitas, kebijakan dan kesejahteraan. abstract the effect of program keluarga harapan (pkh) effectiveness on welfare with productivity as a mediation and government policy as a moderation by: muhammad ali npm:1801202010003 specialization: human resource management supervisor : dr. hafasnuddin, s.e., m.b.a. co- supervisor : dr. muslim, s.e., m.b.a., ak., c.a. program keluarga harapan (pkh) is a program of assistance for poor families in the district of pidie, indonesia, by providing assistance based on established criteria, to continue and develop their economic activities to make them more prosperous. the purpose of this study was to examine the effect of pkh effectiveness on community welfare with productivity as a mediation variable, and government policy as a moderation variable. the research object was the recepients of pkh assistance program in year 2019. research sample was taken as much as 320 people from the number of the population of 36.230 people, based on krejcie table at a significance level of 0,05, and the confidence level of 95% to the population, by using the proportionate stratified random sampling technique as one of the probability sampling techniques. data is collected through questionnaires, interviews, and observation. the data was analyzed using structural equation modeling (sem) techniques processed by the amos software. from the result showed that the effectiveness of the pkh had a significant direct effect on community welfare of pkh recipients in pidie district, productivity mediated the pkh effectiveness on welfare of pkh recipients in pidie district, and the government policy moderated the effect of pkh effectivenes on productivity of pkh recipients in pidie district. this findings prove the caulsality model that involves the effectiveness, productivity, policy, and welfare. the interesting issue that the government policy is significantly needed to stimulate the effectiveness to improve the productivity. the further researchers need to develop the model by elaborating concepts and variables like the factors that can stimulate the productivity to sustain the welfare, or what policy sector needed to sustain the welfare. key words: effectiveness of program keluarga harapan (pkh), productivity, policy and welfare.
